We’re excited to announce the latest - Cesar Ortiz, a public servant whose career path demonstrates his commitment to the Borderplex!

Cesar began his career on the front lines as a 911 call taker and fire dispatcher before moving into planning, public safety research, and code enforcement. He currently serves as a Policy Analyst with the City of El Paso, Texas - Municipal Government, translating complex state legislation into clear, actionable guidance for city leadership. He approaches policy with the steady, community-first instincts of someone who has always shown up for his region.

Please join us in congratulating Dr. Martine Ceberio for being selected to attend the Aspen Summer Socrates Seminars as a !

Dr. Ceberio is a computer scientist whose career has been equally devoted to cutting-edge research and to advocating for belonging in higher education settings. As the Associate Dean of Engineering for People, Culture, and Environment at UTEP - The University of Texas at El Paso, she has shaped the teaching culture of an entire institution, bringing meaningful training to more than 4,000 students and championing access to computing for women and underrepresented communities for over two decades.

Congratulations to Miguel Amaya for being selected as a ! He’s attending the Aspen Summer Socrates Seminars next week.

Miguel is a technology leader and educator whose career spans innovation, software development, and entrepreneurship training across Latin America. As the Workforce and Innovation Manager at Tech Frontier, he combines a deep technical foundation with a passion for regional economic growth and digital equity. He is also working to prepare the Borderplex workforce for an AI-driven economy and to build pathways to opportunity for the next generation of local innovators.

Our Foundation is excited to announce that Angie Rodriguez, the Manager of Transportation Electrification at El Paso Electric, has been selected as a and is attending Aspen Ideas: Climate!

Angie has played a central role in securing over $30 million in additional funding for electrification projects for the Borderplex. Under her leadership, El Paso Electric tripled the number of charging stations across the region in just three years, earning the company the "Utility of the Year" designation from the National Electric Vehicle Association.

Congratulations to Gabriel Garcia for being selected as a ! He’ll represent the Borderplex at Aspen Ideas: Climate in Chicago.

Gabriel is a biomedical scientist, entrepreneur, and community builder dedicated to advancing health, biotechnology, and sustainable development across the Borderplex. As founder of Novus BioTech and co-founder of Aurum Tech, he brings an impressive combination of scientific rigor and systems-level thinking to some of the region's most pressing challenges.

We’re excited to announce that Louis Sokol, Enterprise Account Executive at Feedly, is attending the Aspen Security Forum as a !

Louis developed his cybersecurity expertise at some of the world's most demanding institutions, like Google, NASA, and Harvard. Louis has chosen to root his expertise in the Borderplex, and now advises Fortune 500 companies on defending nation-state threats. He also serves on the Bond Overview Advisory Committee and supports STEM education through the El Paso Science Festival.

We’re excited to announce that Olivia Zepeda, Director of Corporate Relations at Hunt Companies, has been selected as the latest ! She will attend the Aspen Ideas Festival in a couple of weeks. Aspen Institute Latinos and Society Program

Olivia is an incredible leader whose career spans the Texas Legislature, UTEP - The University of Texas at El Paso, Texas Tech Health El Paso, and City of El Paso, Texas - Municipal Government. Her leadership as co-chair of the Power of the Purse fundraiser has raised $100,000 in scholarships for women in the El Paso region, showcasing her ability to turn vision into a tangible opportunity. She currently serves on the Board of Directors of the Heart Gallery of El Paso and on the Advisory Council of the Jane Nelson Institute for Women in Leadership.

We’re excited to see Olivia participate in Aspen Ideas and continue to bridge the gap between corporate excellence and meaningful community support.

Minerva is an award-winning author, editor, and English professor at El Paso Community College, where she mentors student writers in a bilingual, border-region context. She is a recipient of the 2026 PEN America/Bare Life Review Grant, and Room Magazine and the American Literary Review have recognized her work. The Aspen Words judges were very impressed with Minerva’s manuscript, and we know she will thrive at the six-day programing surrounded by an exceptional community of writers and literary professionals.
