Cesar began his career on the front lines as a 911 call taker and fire dispatcher before moving into planning, public safety research, and code enforcement. He currently serves as a Policy Analyst with the City of El Paso, Texas - Municipal Government, translating complex state legislation into clear, actionable guidance for city leadership. He approaches policy with the steady, community-first instincts of someone who has always shown up for his region.
