Statement on Religious Freedom and the Right to Education in Azerbaijan
The World Diplomacy Organization (WDO) expresses its concern regarding reports of restrictions affecting students and teachers wearing the hijab in educational institutions in Azerbaijan.
The Organization emphasizes that freedom of religion or belief and the right to education are fundamental principles protected under international human rights law, including the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.
While recognizing the authority of states to regulate educational institutions and establish school uniform policies, the WDO stresses that such measures should respect fundamental rights, comply with international legal obligations, and avoid unjustified restrictions on access to education.
The Organization calls on the relevant Azerbaijani authorities to ensure transparent and lawful implementation of school regulations, protect students from discrimination, and promote constructive dialogue with families, educators, and civil society.
The WDO also encourages all stakeholders to address this issue through peaceful engagement, mutual respect, and diplomatic dialogue, avoiding rhetoric that could deepen social divisions or regional tensions.
