It was a pleasure meeting with Dr. Jerry Hendrix at the OMB Shipbuilding Office on behalf of the American Shipbuilding Suppliers Association. Representing ASSA were JP Bolat, Jeremy Steslicki, and Paul Roden.

We had a very productive discussion on the critical role domestic suppliers play in U.S. shipbuilding, and the growing risks created by continued underutilization of that capacity. Rebuilding America’s maritime strength requires more than investment in shipyards or grants to suppliers. It requires the consistent use of U.S. design, engineering, and manufacturing capabilities across the entire supply chain. Without that, we risk further erosion of the very industrial base we are working to restore.

ASSA was invited by Congressman Trent Kelly to submit a statement for the record for the upcoming hearing on “Revitalizing Shipbuilding and the Maritime Industrial Base,” which took place April 23rd.

This discussion, which includes leaders from the Navy, Coast Guard, GAO, and CBO, will focus on the future of the maritime industrial base and the SHIPS for America Act.

ASSA’s perspective is grounded in a clear reality:

Without targeted policy action, the U.S. risks losing critical supplier capacity that cannot be quickly rebuilt.

As detailed in our white paper, "Preserving the US Shipbuilding Supplier Capabilities," the erosion of domestic suppliers introduces long-term risks to readiness, cost, and national security.

ASSA strongly urges that available domestic manufacturing capacity be fully utilized before critical shipbuilding work is offshored to Europe or Asia.

When low-volume U.S. manufacturers are bypassed:

• Domestic capability erodes
• Secondary suppliers disappear
• Sole-source risk increases
• National security is weakened

Retaining component manufacturing domestically is the most effective way to diversify the shipbuilding supply chain and reduce regional disruptions.

⚙️ Myth vs. Reality: Shipbuilding Capacity

MYTH: The U.S. shipbuilding supplier base lacks capacity.

REALITY: The majority of suppliers report unused capacity.

Recent survey data shows only 10% of suppliers are at full production levels.

The real issue? Contract instability.

Without consistent procurement and predictable demand, suppliers cannot justify expansion, workforce growth, or secondary supplier development.

The American Shipbuilding Suppliers Association (ASSA) today reaffirmed the strength of America’s maritime industrial base following the Navy’s adjustment to the CONSTELLATION-class frigate program.

While this decision marks a shift, it does not change the fact that the U.S. shipbuilding supplier community remains essential to national security. Our members provide the critical components that power every Navy and commercial vessel built in the United States — and they stand ready to support the fleet our nation needs next.

This moment underscores the urgent need to strengthen and stabilize the domestic supply chain. That’s why ASSA is calling on Congress to pass the SHIPS for America Act to ensure steady demand, modernized infrastructure, and a competitive industrial base.

Our commitment to our suppliers is unwavering. We will continue working closely with Navy leadership, MARAD, the U.S. Coast Guard, and Congress to support the shipbuilding enterprise that keeps America secure.
