The United Nations Educational, Scientific and Cultural Organization (UNESCO) has defined cultural heritage as monuments, archaeological structures, or sites that feature the works of either man or nature and man that have outstanding universal value for history, art, science, ethnology, or anthropology.

According to the United Nations’ (UN) Universal Declaration of Human Rights, human rights include the right to life and liberty, freedom from slavery and torture, freedom of opinion and expression, education, and many others. These rights are inherent to all human beings, regardless of race, s*x, nationality, ethnicity, language, religion, or any other statuses. Thus, cultural heritage, as a man-made means of expressing religious, cultural, or historical values, is inherently a human rights issue.
