The National Coalition for the Homeless has been working for 30 years to organize a grassroots movement that understands the root causes of homelessness and works towards equal access to housing and health care, economic stability, and the preservation of civil and voting rights of those experiencing poverty and homelessness. NCH provides leadership for national policy discussions from the ranks o

f those who have been homeless. NCH is committed to engaging in creative ways of enabling the government, private organizations, housed and un-housed individuals to work effectively together towards preventing and ending homelessness. This is intended to be a space for supporters of NCH to discuss current issues and share information about ending homelessness. HUD’s Fiscal Year 2026 Continuum of Care Notice of Funding Opportunity , or NOFO, introduces a major shift in how federal homelessness funding will be structured and prioritized and it raises serious concerns about the future of permanent housing and proven solutions nationwide.

While the NOFO emphasizes a mix of housing and service approaches, including transitional housing and supportive services, it also restructures funding competition in ways that could significantly reduce stability for permanent supportive housing and rapid re-housing programs that communities have relied on for decades. These are the very programs that have demonstrated success in moving people from homelessness into long-term housing.

At a time when homelessness remains at crisis levels across the country, any policy shift that weakens or destabilizes permanent housing systems risks putting thousands of individuals—including veterans, seniors, families, and people with disabilities—at greater risk of housing loss.

We recognize the importance of services, treatment, and supports, but housing remains the foundation that makes those interventions effective. Without it, systems of care cannot function as intended.

On June 5, NCH, alongside local advocacy groups, joined the National Homelessness Law Center in Washington, D.C. for a surprise action targeting the Cicero Institute, which was holding a conference on homelessness in the nation’s capital.

More than 75 housing advocates gathered to send a clear message: housing is a human right. Advocates disrupted the conference space, forming a human barricade across the hotel entrance while holding banners reading “Housing First, Billionaires Last” and “Cicero Works for Billionaires, We Protect Our Neighbors.”

Voices rose in chants and songs throughout the action, rejecting efforts to defund vital housing programs and oppose policies that criminalize homelessness.

Housing justice cannot be ignored. Housing is a human right.

We are resharing an urgent press release from the Sacramento Homeless Union to help spread awareness of what they describe as a system-wide failure in Sacramento’s shelter and transitional housing system.

According to the union, Sacramento experienced a serious breakdown in shelter and transitional housing coordination, resulting in widespread confusion, displacement, and trauma for families, children, seniors, disabled residents, survivors of domestic violence, and medically vulnerable individuals already placed in shelter or temporary housing.

Beginning June 1, the Sacramento Homeless Union says it began receiving urgent calls and requests for help from residents across multiple City-funded programs operated through the Step Up on Second system.

Residents reportedly had been assured the transition between providers would be smooth and shelter placements would continue without disruption. Instead, many say the reality unfolded differently. Some residents were reportedly directed to hotel placements only to be turned away upon arrival, while others who complied with instructions to temporarily leave shelters found themselves unable to return.

Families reportedly lined up carrying medications, children’s belongings, and survival supplies, only to be told rooms were unavailable or vouchers would not fully cover costs. By mid-afternoon, what initially appeared to be separate incidents had reportedly escalated into a broader citywide crisis.

CALIFORNIA: The state is intensifying efforts to remove RVs and oversized vehicles used as homes by many of the state’s homeless residents, The New York Times reported May 24. An estimated 34,000 people in California sleep in their vehicles nightly, with some advocates saying the actual number may be twice as high.

A new law in Los Angeles and Alameda counties allows authorities to swiftly demolish vehicles worth up to $4,000 if owners cannot move them without towing assistance, increasing the previous limit of $500.

Councilwoman Traci Park of Los Angeles’ 11th District has led towing sweeps targeting large encampments of RVs, which she describes as public health and safety hazards due to crime and unsanitary conditions. Some local businesses and residents support the removals and even hire private security to push RV dwellers off the streets, even when vehicles are legally parked.

Advocates and researchers argue the measures make life harder for those forced into vehicle residency amid California’s ongoing homelessness crisis.

WISCONSIN: A recent report by Milwaukee Neighborhood News Service highlights growing concerns as more Milwaukee seniors face homelessness.

A yearlong study funded by the Advancing a Healthier Wisconsin Endowment, involving Community Advocates Public Policy Institute and the Medical College of Wisconsin, found that most homeless seniors are Black males aged 55 to 65, often experiencing homelessness for the first time due to income loss, family conflicts, or health issues.

Health care professionals and community leaders emphasize the need for better coordination among housing programs, improved access to resources, and more comprehensive support services tailored to older adults.

The study also reveals that stable housing is critical for managing seniors’ complex health needs, with experts calling for a unified housing system that focuses on prevention rather than emergency assistance. Despite challenges like insufficient affordable housing options and fragmented services, leaders remain hopeful that Milwaukee can lead national efforts to address senior homelessness more effectively.
