NASCSP members are State administrators of the U.S. Department of Health and Human Services' (HHS) Community Services Block Grant (CSBG) and the U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP). NASCSP keeps its members, the federal government, and other interested parties informed about issues related to CSBG and DOE/WAP through its publications and trainings.

NASCSP invites you to share your expertise at our 2027 Winter Training Conference, February 17–19 in Washington, DC.

This year’s theme, “United for Impact: Purpose in Practice,” celebrates our shared commitment to strengthening energy and economic security for low-income individuals and families.

Do you have a practical strategy, promising practice, or lesson learned that could support colleagues in their work? We welcome session proposals focused on CSBG, WAP, and topics relevant to both programs.

Whether you work at the state or local level, provide training, develop policy, or bring lived experience, we encourage you to add your perspective to the conversation.

On average, households save $372 a year in energy costs after weatherization. Those savings leave more room in the budget for other everyday needs.

An energy bill doesn’t affect every household’s budget the same way. For households with low incomes, energy costs account for 14% of income, compared with 3% for higher-income households. Weatherization helps reduce that burden through home improvements that save energy.
