We are pleased to announce the appointment of Steven D. Lucas as Chief Finance & Administration Officer of the EBII Foundation.

Steven brings more than a decade of experience in international finance, portfolio management, compliance, and strategic financial advisory. He has managed multimillion-dollar portfolios and advised organizations and entrepreneurs operating across emerging and frontier markets.

Previously, Steven served as Director of Portfolio Management at the Overseas Private Investment Corporation—now the U.S. International Development Finance Corporation—where he co-led the launch of a new division. He has also provided oversight and strategic direction to finance teams at the U.S. Office of Personnel Management and USAID.

As a Fractional CFO, Principal Consultant, and Adjunct Professor, Steven is committed to helping organizations strengthen financial clarity, operational discipline, and readiness for sustainable growth.

The 2026 African Leaders & Partners (ALP) Summit brought together senior policymakers, diplomats, investors, development finance institutions, business leaders, and strategic partners in Washington, D.C., to advance practical solutions for strengthening U.S.–Africa economic engagement.

Hosted by EBII Group Corp., the Summit focused on one central question:

How do we move beyond dialogue to measurable investment, stronger partnerships, and sustainable economic growth?

We are honored to announce Ms. Lindsey Owusu Appiah as a keynote speaker at the 2026 African Leaders & Partners (ALP) Summit.

As Deputy Mayor for Public Safety and Justice for the District of Columbia, Ms. Owusu Appiah leads the District’s public safety and justice agencies, overseeing critical initiatives related to community safety, justice reform, emergency preparedness, and intergovernmental coordination within the U.S. capital. Her leadership represents a strong example of strategic governance, public sector innovation, and civic partnership at one of the most important political centers in the world.

Her participation at the summit is especially significant as conversations around U.S.–Africa engagement increasingly require stronger collaboration between government institutions, private sector leaders, and international stakeholders. Having a senior Washington, D.C. official participate underscores the growing importance of Africa within global policy, trade, investment, and security discussions.
