On October 31, 2023, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) took several actions in response to the Burma (Myanmar) situation. The background provided in the statement includes:
1. Prohibition of Financial Services to MOGE: OFAC has published a directive, the "MOGE Financial Services Directive," that prohibits U.S. persons from providing financial services to or for the benefit of Myanma Oil and Gas Enterprise (MOGE). This action aims to disrupt MOGE's ability to acquire weapons used to suppress the Burmese people.
2. Sanctions Against MOGE: MOGE is a state-owned Burmese enterprise in the oil and gas sector, generating substantial revenue for the military regime. OFAC's sanctions target MOGE and aim to restrict its access to U.S. dollars, which the regime uses to purchase weaponry. These measures are part of an international effort in coordination with the United Kingdom and Canada to combat the regime's actions.
3. Designations of Entities and Individuals: OFAC has designated three entities and five individuals connected to Burma's military regime. These entities have facilitated the importation of arms and materials, including from sanctioned entities in Russia and other countries, which have enabled the regime's ongoing brutality against the Burmese people. The designated entities include Sky Royal Hero Company Limited, Suntac Technologies Company Limited, and Suntac International Trading Company Limited. The five individuals are Charlie Than, Kan Zaw, Swe Swe Aung, Zaw Min, and Maung Maung Aye.

The military coup in Burma in 2021 led to sanctions due to the regime's atrocities against civilians, including airstrikes, suppression of pro-democracy movements, and displacement of millions. These measures are part of a broader international strategy to hold the military regime accountable and deny it access to arms and supplies necessary for its violent actions. OFAC's sanctions include blocking the property and interests of the designated entities and individuals within the United States or under the control of U.S. persons and prohibiting U.S. persons from providing financial services to MOGE, with these prohibitions effective from December 15, 2023. The sanctions aim to disrupt the military regime's supply chain and reduce its access to imported arms and materials.
