The collapse of the steel industry was supposed to kill the Steel City, but my hometown never rusted away. Now it’s having a major moment. On a recent trip home, I investigated how the yinzers pulled it off.

The program is backed by a mix of federal grant dollars, county capital funds and revenue from Allegheny County’s tourism tax...
