Allegheny County is reaching out to some 26,000 county residents who have Medicaid health care coverage, warning of upcoming changes to the program that could cost them their benefits.

Starting in January, Medicaid recipients will have to show 80 hours a month in work, job training or community service, unless they are exempted by disability. Disability waiver requirements were tightened in a June rule by the Centers for Medicare and Medicaid Services, which adopted a restrictive definition of medical frailty that differs from what states anticipated.

Medicaid enrollees must also register with the program every six months instead of annually, adding to the program’s administrative burden.

The changes, which are part of the 2025 federal budget reconciliation bill, are expected to result in fewer people getting the benefits.

Imagine being a parent looking into your kitchen cabinets and wondering how you're going to make dinner tonight.

Imagine telling your child, "We'll figure it out," while silently praying that someone will help before morning.

For too many families in our community, that isn't imagination…it's reality.

At Life Builders, we've seen the relief on a mother's face when she realizes she'll have enough food for the week. We've met grandparents raising grandchildren, seniors choosing between groceries and medication, and neighbors who simply needed someone to remind them they weren't alone.

Pennsylvania Department of Human Services Secretary Dr. Val Arkoosh today announced that eligible households will receive a $100 supplemental payment from the Low-Income Home Energy Assistance Program (LIHEAP).

PA DHS will issue the $100 supplemental payments for households that both received LIHEAP during the 2025-26 season and include at least one family member who has a disability, is age 60 or older, or is a child under the age of six. Approximately 193,000 households will be automatically issued a supplemental payment to the same utility vendor who received their cash grant during the normal LIHEAP season. Households will receive a notice informing them that they are eligible and will receive the supplement.

“We know that even though winter is over, many Pennsylvanians may still need assistance with utility bills from last season. LIHEAP helps some of the Commonwealth's most vulnerable citizens – children, older Pennsylvanians, people with disabilities, and low-income families – make ends meet and keep their homes safer, and we are pleased to be able to offer this one-time supplemental payment to LIHEAP households,” said Secretary Arkoosh.
