April 1 begins the yearly Exchange Club campaign for the Prevention of Child Abuse. For many years the Exchange Club of Owatonna has tied blue ribbons on the trees in Central Park, at Morehouse Park and on State Avenue in front of the West Hills Complex. If you are downtown or driving along State Avenue, the blue ribbons that you see signify our "Believe in the Blue".
