Public Bank Los Angeles (PBLA) is a volunteer initiative founded in 2017 to establish a socially and environmentally responsible municipal bank for the City of Los Angeles. PBLA evolved from Divest LA, a grassroots movement that successfully divested Wells Fargo from the city’s commercial banking services. This movement was inspired by the DefundDAPL phenomenon and the desire to resist unethical b

anking practices that harm vulnerable communities. The Divest LA Change.org petition to the Los Angeles City Council received nearly 38,700 supporters. Public Bank Los Angeles spearheaded the Measure B ballot initiative, the first voter referendum in the US that sought approval for a city-owned bank. The ballot measure received over 44% of the votes and the support of more than 430,000 Angelenos. As a founding member of the California Public Banking Alliance (CPBA), PBLA played a pivotal role in the passage of the California Public Banking Act, the groundbreaking Assembly Bill 857, in October 2019. This act sanctioned the establishment of municipal public banks in California, making it the first state to do so. PBLA was instrumental in the approval of California’s second public banking bill, the Public Banking Option Act (AB 1177) in 2021, also known as CalAccount, which aims to extend free, critical financial services to unbanked and underbanked Californians. Once implemented, CalAccount will be the first state-administered universal banking program in the nation. In 2023, PBLA campaigned for the Los Angeles City Council's unanimous vote to move forward with the creation of a feasibility study for the LA public bank. PBLA is also collaborating with SEIU CA to implement the CalAccount program, which provides free and universal banking services to all Californians. Motion passes! The LA Charter Reform Commission approved a motion adding a clarifying section to the City Charter related to public banking. The update points to existing state law under the California Public Banking Act (AB 857) and the state’s definition of a public bank as a nonprofit public corporation.

This technical clarification aligns LA’s Charter with current state law and helps clear legal ambiguity so the City has a clear path if Los Angeles chooses to pursue a public bank.

At a time when our city faces rising costs, budget deficits, and growing community needs, having the option to keep public dollars working locally matters more than ever. 💵♻️

A full house at the LA public banking listening session at Mercado La Paloma! Community members shared stories about the barriers they face accessing capital and how a Los Angeles public bank could help fill gaps in affordable housing, small and micro businesses, infrastructure, and other urgent needs.

LA City Councilmember Ysabel Jurado voiced support for moving the public bank forward, and former Stockton Mayor Michael Tubbs spoke about the urgency for tools like public banking to address economic inequality.

LA budget season is here, and the Public Bank LA coalition showed up at the UCLA Worker Center Councilmember Eunisses Hernandez, Los Angeles Controller Kenneth Mejia, and community leaders from BLM, RepresentLA, LA Forward, IDEPSCA, to demand a 2026 City budget that matches the people’s priorities, including immigration services, care-first budget investments, and prioritizing the public bank plan.

Inclusive Action for the City and Public Bank Los Angeles Coalition's Luz Castro put it powerfully: "Investing in a public bank is immigrant justice. With federal attacks on sanctuary cities escalating, a public bank helps protect local resources and put public dollars to work here at home, supporting entrepreneurs with fair loans and financing and investing in community stability, not systems that criminalize and harm our neighbors."
