Emergency Network Los Angeles (ENLA) ENLA is the VOAD serving LA County. Fostering the 4 Cs of emergency management: Cooperation, Communication, Coordination, and Collaboration.

ENLA is California non profit, charitable corporation under IRS section 501(c)(3) The organization is governed by a Board of Directors comprised of representatives from CBOs and national disaster agencies, including American Red Cross and The Salvation Army, and non voting government representatives. ENLA is the Los Angeles County unit of the National Voluntary Organizations Active in Disaster (NV

OAD) and the Southern California VOAD. Committees make up the primary framework within which ENLA CBOs are organized. Committees currently established or in development include the following: Communications; Emotional and Spiritual Care, Mass Care, Development. New committees may be established as CBOs come together to form them. ENLA is a model of how CBOs can network during non-disaster times in order to better cooperate and help each other during and following emergencies and disasters. As a result of this cooperation, communities in need will be served more quickly and more effectively.

As part of its ongoing efforts toward community-wide preparedness, the City of Malibu is offering the next round of the highly popular Community Emergency Response Team (CERT) Basic Training. The series of six classes will be held on Tuesday and Thursday evenings starting on September 22 through October 8 from 5:00 PM – 8:00 PM at the Malibu Library, 23519 West Civic Center Way, with the CERT Final Class/Drill on Saturday, October 10, 2026, from 9:00 AM – 12:00 PM at Malibu City Hall, 23825 Stuart Ranch Road.

The highly acclaimed free program training program is administered by the City and other public safety agencies across the country, and empowers community members to help themselves and their neighbors during disasters. Through hands-on training, participants learn the most up-to-date information on basic disaster preparedness, the use of a fire extinguisher, disaster medical care, first aid, search and rescue, disaster psychology, and neighborhood team building.
