Imagine moving into housing after experiencing homelessness, only to find that you still don’t feel safe in your own home.

Women veterans and their families at Blue Butterfly Village shared that experience in a recent LAist investigation. Current and former residents described broken locks, mice, plumbing issues, sewage overflows, and other serious conditions. Public records reviewed by LAist also showed that some units failed inspections.

Counsel for Justice began outreach at Blue Butterfly Village in 2024. Residents organized a tenant association and kept advocating for the safe, habitable homes they deserve.

Our housing team defended one resident in an eviction case, connected other residents with BASTA for eviction representation, and helped connect residents with Public Counsel.

Public Counsel now represents 12 current and former residents in a pending lawsuit alleging that the landlord and affiliated organizations failed to provide safe and habitable housing and harassed residents who spoke up. The residents continue to seek repairs and accountability.

We are proud to have supported this effort alongside BASTA and Public Counsel. But this story belongs first and foremost to the residents whose persistence brought these conditions to light, so please see the link in our bio to read the LAist report and hear directly from them.

Current and former tenants allege the nonprofit landlord of Blue Butterfly Village has neglected the property and harassed residents who complain.

Volunteer attorneys will be onsite to assist you with paperwork and questions.

We’re proud to highlight Susan Koehler Sullivan, a longstanding board member and former President of Counsel for Justice. She has been on our board since its inception in 2014!

Susan is a seasoned commercial litigator with more than 30 years of experience in corporate insurance matters, bringing a deeply analytic, strategic and client-centered approach to her work. She has extensive success in high-stakes insurance coverage disputes, including appellant victories and multi-million to billion-dollar matters. Her leadership and insight have made a meaningful impact both in the legal field and within the CFJ community.

A recognized leader in her profession, Susan has been honored as one of the “45 Most Influential Women Lawyers” by the Los Angeles Business Journal along with other “Best Lawyers” designations and is Chambers rated in the area of Insurance. She has also served on LACBA’s President's Advisory Committee on Women in the Legal Profession since its inception.

Today is their last day, so we are celebrating our Summer Fellows Cristobal Navarrete, Gyselle Hennessy, and Adelaide Apostol.
