📢TOMORROW, the tenants at Bartlett Hill Manor will be holding a press conference in bringing out awareness about their unacceptable living conditions and rent increases! Please come to show support for these tenants fighting for fair, livable housing conditions!

Bartlett Hill Manor is a LIHTC tax credit building, managed by LINC Housing, a large non-profit affordable housing developer. In 2018, the Bartlett Hill Tenants Association formed and united to fight against extreme health hazards and unsafe conditions during a rehab construction and renovation project that displaced dozens of residents.

Tenants received rent increase notices of 10% in 2024, 7% in 2025 and 5% this year. LINC had committed to not raising rents more than 2% a year but recent rent increases have reneged on that agreement 😒

Tenants are organizing to make sure that LINC is held accountable for their promises.✊🏽

At our recent Raise Income Not Rent Town Hall, , , and addressed a room filled to 150–person capacity full of Chinatown residents. This was a powerful town hall, where tenants were able to share their visions and demands for just housing.

Tenant leaders asked questions about how these electeds would concretely implement long-term rent caps to limit legal 8-10% rent increases, institute an immediate rent freeze and eviction moratorium, expand rent relief coverage,and what structures they would set up to be held accountable.

Rae Huang talked about creating a tenant protection task force, and working to repeal Costa Hawkins, the statewide law that prevents cities and counties from passing new rent control laws. She also talked about the damaging impacts of mega events like the World Cup and the Olympics, that force the city into agreements with federal law enforcement and make Angelenos – especially immigrant communities – less safe.

Kenneth Mejia talked about continuing to use the “bully pulpit” of the controller’s office to hold city agencies and departments accountable. Their most recent report identified the landlords with the most housing violations in the city – with Hillside Villa’s Tom Botz at the top of the list.

Aida Ashouri said she would use the city attorney’s office to go after abusive landlords, and illegal AirBnBs that drive up rents. Many of the laws designed to protect tenants from abuse and price gouging are just not enforced.

On May 27, Yale Terrace Tenant Union from Chinatown traveled to Koreatown to deliver a letter of demands to their landlord, Kheir Clinic, a nonprofit health care provider. The letter highlighted years of unlawful rent increase, miscellaneous additional fees, surveillance, and harassment issues at their homes. They successfully pressured two Kheir managers to listen to their demands, and have given Kheir a week to respond.

Yale Terrace Apartments is only one of dozens of affordable housing buildings owned by Kheir Clinic throughout California, and managed by Triumph Residential Services, Inc. Yale Terrace is one of several Triumph buildings where tenants are organized under the Triumph Tenant Council with .

We demand that Kheir Clinic and Triumph stop management abuses in all their buildings!

Please support Chinatown street vendors affected by the sweep on May 21st! 🚐🍍🥭🥤

2 street vendors had their RV homes towed. One was told he would be in temporary housing for 3 months, but where will he go afterwards now that his home has been taken by the city, and damaged?

Street vendors have especially been negatively affected this past year with the ICE raids, and can’t afford this extra expense for repair. Getting back on their feet would also be challenging without their vehicle.

Skateboard D speaks on his experience with the Inside Safe operation on May 21st which destroyed his home in Chinatown and threw away all of his belongings while he was away. All he is asking for is compensation for his losses.

The mayor’s office called the Inside Safe operation a success. They claim folks “voluntarily” entered housing, though we have heard otherwise from people who were just swept. Despite saying people had a choice, it seems and ’s office intend to continue sweeping people who were away during the sweep or choose to move back.

💪More than donations, we need people to advocate and organize against all sweeps, all evictions, and all displacement. Let your representative know how you feel about their cruel actions taken against the most vulnerable people in our neighborhoods

Just this year, there have been at least 3 documented sweeps in Chinatown.

Yesterday, on May 21st, there was yet another sweep in Chinatown. The difference was that “housing” was offered this time. During this Inside Safe operation, no one knew where they were going, they had to leave behind the majority of their belongings to be trashed, and many believed they were being taken to a permanent housing situation. While our neighbors who weren’t home during the time of the sweep, returned with all of their belongings gone.

🚐A Chinatown street vendor also had his RV home towed and damaged in the process. He was told he would be in temporary housing for 3 months, but where will he go afterwards now that his home has been damaged and taken by the city? Street vendors have especially been negatively affected this past year with the ICE raids, and can’t afford this extra expense for repair. Earlier today, Chinatown constituents received messages from and office celebrating the success of this Inside Safe operation. They stated that people “voluntarily” went into housing, though we have heard otherwise from folks who were swept. Despite saying folks left voluntarily, CD1 and the Mayor’s office also intend to continue to sweep people who remain or move back to the area. They also did not mention that people were only put into temporary housing.

The purpose of the Town Hall is to discuss issues greatly affecting tenants in Chinatown, including 8%+ annual rent increases that are far outpacing income and leaving many tenants who do not live in RSO buildings extremely vulnerable to displacement.

Local politicians are invited to listen and respond to our community.

RAISE INCOME, NOT RENT! “AFFORDABLE” HOUSING IS NOT AFFORDABLE!

Last Saturday, April 4, Chinatown came together to demand a rent freeze! We marched from Chinatown to LA City Hall to demand the following:

Stop all evictions! Freeze rent now! Cap the rent! Alto a todos los desalojos! ¡Congelen la renta ahora! ¡Limita a los aumentso de renta! 停止所有驅逐 ! 立即凍結租金 ! 限制租金上漲 !

Many Chinatown residents pay between 70-90% of our income for rent, and these absurd 8%+ rent increases we face are legal under current rent policy in LA and CA. Additionally, our unhoused comrades living in Chinatown continue to be harassed and mistreated, with sweeps constantly endangering them.

Greedy developers, ICE, and CBP are threatening our communities. But together, we stand against gentrification and terror! CHINATOWN IS NOT FOR SALE! CHINATOWN UNITED WILL NEVER BE DEFEATED!

Councilmember Eunisses Hernandez ordered another sweep on our unhoused neighbors in Chinatown this morning.😡 Most folks affected by the major sweep on February 23rd at the encampment in the alley of Alhambra Ave. had moved across to the area swept this morning to stay close to one another.

It has only been about a month and a half, and folks have to go through the trauma of losing their belongings again just after replacing them from the last sweep. The sweep today was extended further than what the notice indicated and caught many residents off guard.

Council District offices have total authority over when to order and cancel sweeps. Since Eunisses Hernandez’s team took office, we have seen an increase in sweeps and 41.18 enforcement actions in the district despite councilwoman Hernandez being vocally against encampment sweeps on her 2021 election campaign.

We continue to call for no more sweeps! If people can’t afford rent and can’t get into supportive housing, the city shouldn’t be destroying the only shelter people have. Instead of wasting our tax dollars on policing, enforcement, and trashing people’s things, the city should be investing in permanently affordable housing to create a more just housing system for all Angelenos.
