The EPOA Board is asking City and County agencies to enforce laws that protect public safety, protect public health, and prohibit the blocking of sidewalks—laws that are being violated daily by large numbers of food trucks parking on Ventura Boulevard.

Beyond the impacts on public health and safety, food trucks also affect the economic viability of other lawful restaurants and food businesses that pay rent and taxes.

We will continue advocating for an Encino where sidewalks remain accessible and community safety remains a priority.

🚨 EPOA SUPPORTS ENFORCEMENT PROHIBITING ENCAMPMENTS

EPOA is supporting member Mark Reynolds’ requests to City officials to enforce laws prohibiting encampments around Libbit Park, Encino Little League, and the 101 Freeway.

EPOA leaders are also calling for action on two new encampments on Hayvenhurst Avenue—one under the 101 Freeway and another by a home. Residents also report NO ACTION on another encampment near Encino Little League/Libbit Avenue and the 101 Freeway.

Public safety remains a priority, particularly in an area already vulnerable to fires from the Sepulveda Basin.

EPOA and Encino Neighborhood Council leaders have expressed concerns over continuing fires within the Sepulveda Basin. 🔥

To be clear, there has been a significant reduction in fires this year, largely due to the clearance of homeless encampments, clearance of brush by the LA Fire Department and Army Corps of Engineers, and stronger enforcement of laws with the strong support of Mayor Bass and her staff.

City officials have promised an upcoming Zoom meeting along with LA Fire Department officials.

While we appreciate the progress that has been made, simply stated: job not finished.

Encino homeowners and residents continue to be at risk because of the very real threat of an out-of-control wildfire starting in the Basin.

EPOA will continue to advocate for the safety of our community and keep residents informed as this issue moves forward.

🚨LAKE ENCINO PARTY HOUSE SHUT DOWN

When Lake Encino neighbors were unable to get City officials to stop the start of yet another social-media promoted RAGE party last August 15, EPOA leaders went to the site and called West Valley LAPD Commanding Officer Captain Brian Wendling, demanding action.

It took about an hour before LAPD was able to secure enough resources (8 patrol cars, a helicopter and Vice-Officers) to arrive and start the process of shutting down the Party House Event, which occurred between 8:00 PM and 9:00 PM. At least one arrest was made.

Neighbors gathered across the street to express frustration over the continued Party House events despite repeated citations and warnings from LAPD. Neighbors intend to file their own civil lawsuit against the property owner, Marjan T. Garmestani, this week.

According to LAPD, Garmestani is a dentist in Canoga Park who has been uncooperative and refused to stop her rental of the home to Party House promoters.

LAPD states that there is a long history of citations at the property, as well as a robbery and an assault on the street at the time of a Party House event. Neighbors report another assault incident on the property.

An LAPD Vice Sergeant told EPOA leaders and neighbors that they were filing additional evidence with the City Attorney’s Office for a criminal complaint against the property owner.

EPOA is demanding that the City Attorney’s Office take immediate action to prosecute the property owner, the tenants and any others involved with promoting these illegal Party House events.

To be clear, these are not just loud parties but rather come with a history of violence and a continuing threat to surrounding neighbors and public safety.

EPOA will continue advocating for the safety and quality of life of Encino residents.

Let’s keep Mulholland Drive between Encino Hills Drive and the 405 Freeway clean and litter-free.

📅 Sunday, August 16 ⏰ 8:00–9:30 AM 📍 Meet at the far east end of the parking lot across from Bel Air Presbyterian Church, 16221 Mulholland Drive. Look for the yellow vests.

🦺 We’ll provide trash bags, grabbers, and safety vests. Please bring gloves.

We’re hoping for 4–5 volunteers in addition to Robert Newman. If you’d like to help, DM your email address to be added to the volunteer list. Emails will be sent BCC to protect your privacy.
