☣ HR 1366 - Mining Regulatory Clarity Act
Topic: environment, public lands
What: allows mining operators to use federal lands for mining-related activities like waste disposal.
Last action: 12/18, passed House
CCEDA's Take: Call your Senator to vote NO

🌳HR 4016 - Department of Defense Appropriations Act, but REALLY SA 3972 - Selling of public land
Topic: environment, public lands
What: Allows for the sale/transfer of national park lands in the DoD budget, something that was explicitly protected against in the Department of Interior's appropriations bill (currently in the works)
Last Action: HR 4016 - 12/8 motion to proceed in Senate; SA 3972 - 12/15, proposed
CCEDA's Take: Call your Senator to reject SA 3972. See our stories for a message from Sen. Martin Heinrich on this!

🏠 WIN: HUD Drops CoC Program NOFO
HUD dropped the Continuum of Care Program Notice of Funding Opportunity 12/8 but still "reserved the right to issue yet another." We are keeping our eyes peeled for NOFO's and NOFO-adjacent actions. The lawsuit over the NOFO was initiated by a coalition of non profits and local governments, including the .

💸Protecting the CFPB
The attempts to dismantle the Consumer Financial Protections Bureau continue. On 12/6, Rise Economy, the Woodstock Institute, and the National Community Reinvestment Coalition filed a lawsuit to challenge acting head of CFPB, Russell Vought, regarding attempts to close the CFPB. On 12/17, Reuters reported that the CFPB was running out of funds and was planning on layoffs. The Administration demanded that the Fed not fund CFPB until the central bank returns to profitability, which several former Fed officials said the Administration "failed to understand the way the central bank operates."

The last few weeks have been a bit light compared to the budget bill(s), so we are tackling some important federal housing updates for this week's Federal Friday!

🔎 Christian Schrank was nominated for Acting Inspector General of the Federal Housing Finance Agency. He is currently Deputy Inspector General for Investigations at the Department of Health and Human Services, Office of Inspector General. This position is subject to Senate confirmation and would be replacing the previous Acting Inspector General, who was ousted in early November.

📝 HUD's Continuum of Care Program recently issued a Notice of Funding Opportunity (see our post last week on HUD updates regarding this). This week a legal challenge was launched by a coalition including the National Low Income Housing Coalition and several California local governments. A lot has happened since the Continuing Resolution passed to reopen the federal government. Here's some of what we've gathered on HUD.

1️⃣ There is continued uncertainty outside of funding. Despite the government reopening and needing to reinstate all workers who were laid off during the shutdown, several offices have staff that have yet to be reinstated.

2️⃣ HUD issued a Notice of Funding Opportunity (NOFO) within the Continuum of Care Program, as well as other changes. This would cut funding for permanent housing and divert the resources toward transitional housing, putting thousands of Americans at risk of homelessness and ending many grants. HOWEVER, in order for this to happen, it would need to be finalized in the FY2026 budget.

3️⃣ Changes to the Continuum of Care Program are subject to the finalized FY2026 budget. The National Alliance to End Homelessness has an action alert to contact your Reps:https://endhomelessness.org/action/stophudnofo/

Time for another Federal Friday! With everything going on, we are keeping it light this week as we watch the dust settle.

🏗 The Government Reopened. The 119th Congress runs from 2025-2027, which means there is still a lot of legislation to keep an eye on. Additionally, the budget was only approved through January 30, 2026, which means we will be revisiting these topics in the next few months.

💵Community Services Block Grant & Layoffs. As part of the government reopening, Reductions in Force were essentially canceled (for now). What this means for the OCS, CSBG, and HR 3131, is still subject to the information coming out as the government reopens.
