Congratulations Raigan!

❤️🤍💙 Introducing Lemoore's Hometown Hero Recognition ❤️🤍💙

Last Night at the Lemoore City Council meeting, the City of Lemoore proudly launched its new Hometown Hero Recognition Program, created to honor the everyday people whose courage, compassion, and selfless actions make our community a safer and stronger place.

We are honored to recognize Raigan Gipson as the very first recipient of this award.

On the evening of June 18, 2026, while teaching swim lessons, Raigan was faced with an unimaginable emergency when a neighbor arrived carrying an unresponsive two-year-old child who had been found at the bottom of a swimming pool.
Without hesitation, Raigan quickly ensured her swim student was safe before immediately beginning CPR. As fellow instructors safely evacuated the remaining students and reunited them with their families, Rachel Taylor joined Raigan in providing lifesaving care. Together, they restored the child's pulse and continued caring for her until first responders from the Lemoore Police Department, Lemoore Volunteer Fire Department, and American Ambulance arrived. Thanks to their swift and decisive actions, the little girl was awake, crying, and receiving continued medical attention.

Raigan's calmness under pressure, quick thinking, and willingness to act during a critical moment undoubtedly helped save a young life. Her courage is a powerful reminder that heroes aren't defined by titles, they are defined by their actions.

On behalf of the City of Lemoore, Lemoore Volunteer Fire Department, Lemoore Police Department, and the entire community, thank you, Raigan, for your extraordinary bravery, compassion, and commitment to helping others. Your selfless actions exemplify the very best of Lemoore, and we are proud to recognize you as our very first Hometown Hero.

Here are key water safety tips by age group to help prevent drowning and water-related accidents this summer:

Infants (Under 1 year)

* Never leave a baby unattended near water, even for a few seconds.
* Empty bathtubs, buckets, and kiddie pools immediately after use.
* Always keep one hand on your baby during bath time.

Toddlers (1–4 years)

* Stay within arm’s reach whenever they’re in or near water (“touch supervision”).
* Install a four-sided fence with a self-closing, self-latching gate around home pools.
* Begin swimming lessons when your child is developmentally ready, but remember lessons do not make a child drown-proof.

Children (5–12 years)

* Make sure they swim with a buddy and under adult supervision.
* Teach them to ask permission before going near water.
* Have them wear a properly fitted life jacket when boating or around open water if they are not strong swimmers.
* Teach basic water safety and how to call for help in an emergency.

Teenagers (13–18 years)

* Never swim alone.
* Avoid alcohol or drugs before or during swimming or boating.
* Never dive into water if you don’t know its depth.
* Be aware of currents, changing weather, and underwater hazards in rivers, lakes, and oceans.
* Wear a life jacket when boating, kayaking, paddleboarding, or participating in water sports.

Adults

* Actively supervise children at all times—avoid distractions like phones.
* Learn CPR; it can save a life while waiting for emergency responders.
* Wear a U.S. Coast Guard-approved life jacket when boating or fishing.
* Avoid alcohol while supervising swimmers or operating a boat.

Water Safety for Everyone

* Learn to swim if you haven’t already.
* Swim where lifeguards are present whenever possible.
* Know the weather and water conditions before entering the water.
* Stay hydrated and protect yourself from the sun.
* Call 911 immediately if someone is in trouble, and use a reaching or throwing rescue aid instead of entering the water yourself unless you’re trained to perform a rescue.

A few simple precautions can make summer around pools, rivers, lakes, and beaches much safer for everyone.

Congratulations to our very own Jose Perez!

On December 24th and 25th, while most families were opening presents, Jose Perez was standing beside a failed lift station in Lemoore, California, working nearly 40 hours straight to keep the city running.

Because when water and sewer systems stop, a community can’t.

Jose serves as Public Works Inspector for the City of Lemoore, overseeing water, sewer, and streets: the critical infrastructure residents depend on every single day. From restoring water after breaks to coordinating growth projects and mentoring the next generation of public servants, his leadership happens mostly behind the scenes… but its impact is felt everywhere.

And when his workday ends, his service continues: as a volunteer firefighter, youth coach, and community advocate.

HERO stands for HydroPro’s End-to-End Resource Offerings, but it also represents the utility leaders who step up to protect their communities.

Jose Perez is one of them. 💧
