Enjoyed a great Open House at Big Island Substance Abuse Center's new Kea'au treatment center and admin HQ.

We learned about the various programs BISAC offers including substance abuse treatment, wellness therapies and techniques, child and family counseling, skills for mental health and coping with life's stresses.

We met a warm, professional and very helpful staff, lead by "Dr. Hannah" Preston-Pita, and saw the facility located in the Shipman Industrial Park.

Kilo was downgraded to a tropical depression with the 5pm advisory package. Satellite imagery throughout the day showed the system to continuously deteriorate. The elongated low level center is east of the main area of convection, suggestion Kilo is greatly being affected by vertical shear.

The forecast of Kilo from this point is challenging. Environmental conditions, including very warm sea surface temperatures and decreasing vertical shear, point to further strengthening. The forecast right now will follow closely with the previous forecasts, and shows Kilo regaining tropical storm strength Saturday afternoon. The US Air Force Reserve WC-130J is currently enroute to Kilo. The data from this mission should provide critical insight into Kilo’s structure and intensity. Another WC-130J is scheduled to do a synoptic surveillance mission on Saturday morning. This will help determine the strength of the ridge.

With all this being said, we still advise anyone with interest in the Hawaiian Islands to keep a close eye on Kilo's forecasts.
Conditions around the islands could start deteriorating tonight as deep tropical moisture ahead of Kilo spreads over the Big Island then westward through the weekend. Trade wind flow is forecast to shift to the southeast around the Big Island; this could lead to orographic lift could result in heavy showers. A Flash Flood Watch has been issued for the Big Island and Maui starting Saturday (8/21) 6pm and continuing through Monday (8/24) 6pm.
