Retirement Villages
The County Commissioners of Carroll County will hold a public hearing on Thursday, September 3, 2026, beginning no sooner than 6:00 p.m., in Room 003, in the Carroll County Government Building, to hear public comments on a proposed Ordinance amending Chapters 91, 155, and 158, as pertaining to changes related to Retirement Villages/Retirement Homes, of the Code of Public Local Laws and Ordinances of Carroll County.

To comment on proposed legislation, please attend the hearing or email the Commissioners at [email protected] prior to the date of the hearing. The Commissioners may make amendments to the proposed legislation based upon the comments received and may do so without further hearings. Therefore, it is important for interested persons to be present or send comments.

The Americans with Disabilities Act applies to the Carroll County Government and its programs, services, activities, and facilities. Anyone requiring an auxiliary aid or service for effective communication or who has a complaint should contact the Department of Citizen Services, 410-386-3600 or 1-888-302-8978 or MD Relay 7-1-1/1-800-735-2258, as soon as possible but no later than 72 hours before the scheduled event.

Grant - Approval to Submit Application and Acceptance of Award for a FY28 Maryland Façade Improvement Program Grant From the Maryland Department of Housing and Community Development

The state grant will be used to partially fund the Finksburg Facade Improvement Program (FIP). The FIP offers grant funds to eligible property and business owners in the Finksburg Sustainable Community to improve the appearance of building facades and signs, and to make other visually impactful exterior improvements. Goals of the program are to:
1. encourage renovation of building facades and signs,
2. improve the appearance of the Finksburg Corridor,
3. leverage private improvements by making revitalization efforts affordable and community based, and
4. preserve and enhance economic vitality of commercial services.

The FIP offers an incentive dollar amount of up to 80% (state grant request) of the total cost of facade improvements in return for the owner’s 20% (participant match) or greater investment.

County Match (in-kind) $2,913.25
Total Program $127,913.25

MDOT SHA MD 26 Bridges Over Liberty Reservoir Project
Public Meeting, June 17th
Westminster, MD, Thursday, June 4, 2026 – The Maryland Department of Transportation State Highway Administration (MDOT SHA) is scheduled to host a public meeting for citizens to learn about a project to replace the bridge decks on the two MD 26 (Liberty Road) bridges over the Liberty Reservoir near Eldersburg, Carroll County. The meeting will be held on Wednesday, June 17, 2026, from 5:30 to 7:30 p.m. at Liberty High School, 5855 Bartholow Road, Eldersburg.

According to MDOT SHA’s Bridges over Liberty webpage, the public meeting will provide attendees with an opportunity to view maps and displays highlighting the proposed plans and traffic maintenance options. The meeting will include a formal presentation from SHA representatives beginning at

6:00 p.m. to provide an overview of the project and discuss important milestones, timelines, and impacts. After the presentation, SHA representatives will be available to listen to feedback and answer project-related questions. Your feedback will be valuable as SHA works to advance the project.
