MDOT SHA MD 26 Bridges Over Liberty Reservoir Project
Public Meeting, June 17th
Westminster, MD, Thursday, June 4, 2026 – The Maryland Department of Transportation State Highway Administration (MDOT SHA) is scheduled to host a public meeting for citizens to learn about a project to replace the bridge decks on the two MD 26 (Liberty Road) bridges over the Liberty Reservoir near Eldersburg, Carroll County. The meeting will be held on Wednesday, June 17, 2026, from 5:30 to 7:30 p.m. at Liberty High School, 5855 Bartholow Road, Eldersburg.

According to MDOT SHA’s Bridges over Liberty webpage, the public meeting will provide attendees with an opportunity to view maps and displays highlighting the proposed plans and traffic maintenance options. The meeting will include a formal presentation from SHA representatives beginning at

6:00 p.m. to provide an overview of the project and discuss important milestones, timelines, and impacts. After the presentation, SHA representatives will be available to listen to feedback and answer project-related questions. Your feedback will be valuable as SHA works to advance the project.

At the Board of Commissioners Meeting today, May 14, 2026: The proposal for consolidation and creating mega billboards was unanimously defeated. The commissioners said that they heard the testimony, read your text and emails!
Massive electronic billboards were proposed for Carroll County. These billboards would have been up to 672 sq feet and 50 ft high. These mega billboards would have been formed by consolidating several existing billboards.
They did ask planning to review the overall billboard ordinances. So we will need to be diligent!

Public Hearing to be Held on April 16th Proposed Zoning Code Amendments Regarding Billboards
Westminster, MD, Tuesday, April 7, 2026 - The Carroll County Board of Commissioners will hold a public hearing on Thursday, April 16, 2026, to hear public comments on a proposed Ordinance amending Chapter 158, Zoning, of the Code of Public Local Laws and Ordinances of Carroll County. The hearing will begin no sooner than 9:00 am at the county office building, 225 N. Center St., Westminster, room 003.

The proposed Ordinance relates to use-off-the-premises signage, also known as billboards, which are regulated by §158.115 of county Zoning Regulations. The proposal for a text amendment was referred to and discussed by the Planning and Zoning Commission (PZC) in October 2025, December 2025 and January 2026. PZC recommendations were presented to the Board of County Commissioners (Board) on February 5, 2026.

The proposed amendments would allow for the consolidation of existing billboards into a single billboard. Currently, owners of existing billboards are only permitted to rebuild, replace, and sometimes convert them to digital, in the same location as the existing signs.

To comment on the proposed legislation, please attend the hearing on April 16th or email the Commissioners, prior to the date of the hearing, at [email protected] . The Commissioners may make amendments to the proposed legislation based upon the comments received and do so without further hearings. Therefore, it is important for interested citizens to be present or send comments.

The proposed amendment may be reviewed by:

1) visiting the county’s Public Hearing webpage (https://www.carrollcountymd.gov/media/lidlj2rm/draft-ordinance-and-proposed-text-amendment-158113-and-158115.pdf ) or

2) obtaining copies in the main lobby of the County Office Building (225 North Center Street, Westminster, Maryland, 21157) during normal business hours, 8:00 am–5:00 pm, Monday – Friday.
