The Murphy Administration has just released its 2024 Energy Master Plan on 11/24/2025:

The document lays out a hard-line “No Regrets” agenda that forces New Jersey toward 100% clean electricity by 2035 even while openly admitting this will mean higher electric bills, new taxes, and sweeping disruptions to the state’s natural landscape, grid, and infrastructure.
On Offshore Wind, the state finally concedes what has been obvious to everyone: the offshore-wind rollout has collapsed. We lost money, projects have been canceled, costs have spiraled, developers have walked away, and there is no viable path forward under current conditions. Yet instead of reassessing, the plan doubles down with aggressive mandates:
3.5 GW of offshore wind must be online by 2035, despite no confirmed projects capable of delivering it.
The state will now redirect funding toward building transmission lines and offshore infrastructure in advance, essentially preparing the grid for wind projects that do not exist.
New Jersey also intends to build new multi-state transmission routes so it can import offshore wind from other states if NJ’s own development continues to stall.
As Mikie Sherrill moves toward the governorship, her Transition Team signals that this agenda will intensify as its top priority. She has elevated leaders from the Biden Department of Energy, individuals who were central architects of the federal offshore-wind strategy and major proponents of rapid-build green transmission. Their presence makes clear: the administration is preparing to push the same aggressive offshore-wind and transmission policies that have already strained New Jersey’s grid, finances, and coastal communities.
