"In 2025, 64% of people served in emergency shelter, transitional housing, and safe haven programs were experiencing homelessness for the first time...First-time homelessness increased 8% from 2024 to 2025 and 32% since 2021....We also know what works. In FY 2025, 97.4% of people in permanent housing programs retained their housing or exited successfully." (CT Coalition to End Homelessness)

This is a sad day for ARC. ICE took one of our clients today. We can attest from our personal experience that he was not among "the worst of the worst." This has got to stop!
