📢 IAFF Local 1715 Endorses David Morgan for Sheriff

The members of IAFF Local 1715 are proud to reaffirm that our union unanimously endorsed David Morgan for Sheriff of Allegany County.

Our endorsement reflects the confidence of our firefighter/paramedics and EMTs in David’s leadership, integrity, and long-standing commitment to public safety. Throughout his career, he has demonstrated a willingness to work alongside first responders, listen to our concerns, and support the men and women who serve our community every day.

Strong partnerships between law enforcement, fire, and EMS are essential to keeping Allegany County safe, and we believe David Morgan has the experience and dedication to lead the Sheriff’s Office with professionalism and accountability.

IAFF Local 1715 is proud to recognize several of our coworkers for their recent achievements, promotions, and the dedication they continue to demonstrate both on and off the job.

🚑 Paramedic Program Graduates

Congratulations to Justin White, Kate Derham, Allison Kamauf, and Kylie Tull on successfully completing the Garrett College Paramedic Program. Becoming a paramedic requires an extraordinary commitment of time, education, clinical experience, and perseverance. Their accomplishment represents countless hours of hard work and a dedication to providing the highest level of care to the communities we serve.

🏛️ Public Service Leadership

Special congratulations go to Justin White, who was recently sworn in as a Commissioner of the Town of Westernport. Justin's commitment to serving others extends beyond emergency services, and we wish him continued success in this important leadership role.

⭐ MIEMSS Star of Life Award Recipients

Yesterday, Kayley Mullaney, Cassidy Rice, Eric Derham, and Anna Dugan were recognized as recipients of Maryland Institute for Emergency Medical Services Systems Star of Life Awards during a ceremony at Rocky Gap State Park.

These awards honored the coordinated efforts of lifeguards, park rangers, EMS clinicians, fire department first responders, and the Maryland State Police Aviation Command flight team, who played a vital role in saving the life of a teenage boy following a near-drowning incident in August 2025. Their actions exemplify the teamwork, professionalism, and dedication that define the emergency services profession.

🚒 Promotions

We are also proud to recognize two members for their promotions:

• Brett Thomas on his promotion from Sergeant to Lieutenant
• Bria Arnold on her promotion from Firefighter/Paramedic to Sergeant

These promotions reflect their leadership, professionalism, and commitment to serving both their fellow members and the citizens of Allegany County.

This week is **National Public Safety Telecommunicators Week**, and IAFF Local 1715 wants to take a moment to recognize the "thin gold line" that keeps our community and our responders safe.

Behind every siren and every emergency call is a calm voice in the dark. Our dispatchers are the true first responders—the ones who gather the vital information, coordinate the chaos, and ensure we have the resources we need before we even arrive on the scene.

They are our lifeline, our eyes when we’re going in blind, and the steady hand that guides us through the toughest shifts.
**To our dispatchers:** We hear you, we appreciate you, and we thank you for always having our backs. You are the heartbeat of Allegany County emergency services.

February 11 – A Day of Remembrance

Today we pause to honor and remember our fallen brother, Firefighter/EMT Mark Blacker, who made the ultimate sacrifice in 2021.

On the morning of February 11, 2021, Brother Blacker was preparing to report for duty at Station 11 (Bowman’s Addition) when he suffered a sudden medical emergency. He was cared for and transported by his fellow members, but tragically passed away. An autopsy later determined his death was due to complications of occupational-related cardiovascular disease.

Mark had recently returned to work after recovering from COVID-19, which he contracted in the line of duty during the 2020 pandemic.

Firefighter/EMT Blacker proudly served the Allegany County Department of Emergency Services for nine years. He remains the only member of the department to have made the ultimate sacrifice and was the third professional firefighter in Allegany County to give his life in service to this community.

He was 65 years old at the time of his passing and is survived by his wife of 45 years, his sons, and grandchildren.

Today, and every day, we remember his dedication, his service, and his sacrifice. We carry his memory with us on every call.

Never forgotten. Always honored.
