UPDATE ON NEW FACILITY TO HOUSE
FITNESS CENTER AND COMMUNITY ROOM
1. In November 2025 we secured a commitment for financing of the new construction.
2. In November we started the procedure to plat the tracts of land owned by the Association into one tract to be called “Newport Recreation Site”. The new plat was necessary to incorporate a tract of land donated by the developer to the Association in order to obtain water and sewer connections for the new proposed construction.
3. Plat processing includes:
• a drawing of the combined areas showing all recorded easements that would affect the property;
• initial submission to City of Houston and Harris County – this process can take 3-6 months;
• final plat is drawn and mylar copy is signed by all interested parties;
• plat is resubmitted to City of Houston and Harris County Engineering Department. This process is where governmental entities determine if detention is necessary and to what extent; and the necessary placement of other utilities. This process could also take 3-6 months.
4. We currently have a final plat and are in the mylar stage.
5. During the remaining plat process, the Association’s Board of Directors will:
• determine the best location for the new building;
• begin working with an engineer for the design of the building;
• begin the process with Newport MUD for location of water and sewer connections;
• obtain bids for construction of the building, parking and related items.
6. While the Association had hoped we would have the new facility constructed by the end of 2026, it appears that it will be the first quarter of 2027.
