Recent Justice Department actions have threatened to undermine disabled people’s rights under foundational disability civil rights laws. AAPD and our partners are hosting a webinar on Wednesday, August 19, to help you navigate these threats and protect your rights.

Speakers will address the importance of the Supreme Court's Olmstead decision and the rights that disabled people have under the ADA and Section 504 to live in their own homes and communities, discuss how recent threats may affect these rights, and teach you what you can do to protect them.

The integration mandate of the ADA and Section 504 is one of the most fundamental rights that disabled people have, and it is critical that we take collective action to preserve it. Please join us on Wednesday, August 19th, from 4 PM - 5:15 PM ET to learn how.

Sarah Grazier serves as Executive Director of the Colorado Developmental Disabilities Council.

The Council provides education, grants, advocacy and systems change, led by, with and for
individuals with developmental disabilities and their families. Sarah is recognized for her ability
to align people, systems, and strategy to achieve measurable impact.

Sarah has successfully led large-scale initiatives in disability inclusion, maternal and child
health, affordable housing, and behavioral health. She has directed multimillion-dollar budgets, secured significant philanthropic and federal funding, and built cross-sector coalitions that
advance equity and community well-being. Sarah is known for her collaborative leadership,
strategic vision, and commitment to building inclusive communities.

The Medical Care Advisory Committee (MCAC) was developed as part of the Ensuring Access to Medicaid Services Federal Rule in 2025. The MCAC and Member Experience Advisory Council (MEAC) Alumni work hand-in-hand to improve and maintain the quality of Health First Colorado (Colorado’s Medicaid program). Together they provide a forum for health care professionals and those with lived experience to share their perspective and use their unique knowledge of Health First Colorado benefits and services to advise HCPF on policy development and the effective administration of Health First Colorado.

Work Requirements DON’T apply to everyone.

👉 Work Requirements are ONLY for those who qualified under the 1115 Medicaid Expansion and not every state expanded Medicaid. (See map below)

👉 There are several federal exemptions that all states have to abide by.

👉 If you are exempt, YOU MAY STILL HAVE TO PROVIDE DOCUMENTATION.

👉 Types of documentation could be SSI/SSDI award letter, functional capacity exams, Vineland Scores (states decide their own process).

👉 You don’t have to be on SSI/SSDI to qualify for the MEDICAL FRAILTY exemption.

👉 There are federal EXCLUSIONS like qualifying for Medicare, being a caregiver to a child under 14 or a disabled person of any age, or being on a 1915 waiver due to disability, or anyone 65 and older.

👉 KEEP UP WITH YOUR STATE AGENCY THAT MANAGES MEDICAID.

This is DIRECTLY from the federal guidance so all impacted states have to follow these rules.

I’m a clinical researcher and patient-centered outcomes investigator working in neurology and rare disease spaces through research, leadership via the American Academy of Neurology and direct patient and provider engagement in payer related issues.. Much of my work focuses on understanding barriers patients face when trying to access diagnostics, specialty care, and emerging therapies. I also work closely with families navigating complex insurance systems, particularly around genetic testing, biomarker testing, specialty medications, and multidisciplinary care coordination. We all know there are workforce shortages but I don’t think people can really understand just how many additional professionals would be needed to reasonably accommodate special needs and disabled family care.
