🐾 Thank You, Heroic Hands Woodworks!

The National Police Canine Association (NPCA) would like to recognize and thank Heroic Hands Woodworks for supporting our association over the past several years!

NPCA President-Elect Ryan Sumner shared, “I like to support a veteran-owned business by getting their name out to our members. From one veteran to another, it’s important to support those who have served, not to mention, their product is amazing.”

Their continued support means a great deal to our organization and the law enforcement K-9 community. Their handcrafted flags have also become meaningful gifts, with many of our handlers purchasing them to give to fellow handlers as a sign of appreciation, respect, and brotherhood within the K-9 community.

⚖️🐕 INSTRUCTOR SPOTLIGHT: TAYLOR & TYLER RAHN
2027 NPCA National Training Seminar | Virginia Beach, VA

Effective policing requires sound decision-making, strong training, and an understanding of the legal standards that guide law enforcement operations. Join us at the 2027 NPCA National Training Seminar for two informative courses presented by Taylor and Tyler Rahn.

🔹 BLACK AND BLUE: Critical Incident Response — Law Enforcement and Judicial Perspectives

This course examines critical incidents from both law enforcement and judicial perspectives. Topics will include canine-related incidents, and officer-involved shootings, with an emphasis on understanding incident response, legal considerations, and the evaluation of critical events.

🔹 CIVIL LIABILITY AND THE USE OF POLICE CANINES

This course provides an overview of the legal principles governing the use of police canines as a force option. Participants will explore current trends in civil and criminal litigation involving police canine deployments, relevant legal considerations, and strategies for reducing liability while promoting sound practices and accountability.

👩‍⚖️ Taylor Rahn | Attorney

Based in Albuquerque, New Mexico, Taylor Rahn specializes in representing law enforcement agencies and personnel in civil, administrative, and criminal matters involving the use of force. With three generations of her family having served with the Albuquerque Police Department, Taylor brings both professional experience and a longstanding personal connection to law enforcement.

👮 Tyler Rahn | SWAT Sergeant

Tyler Rahn has served in New Mexico law enforcement since 2006 and currently works as a SWAT sergeant on a full-time team. His previous assignments include detective and K-9 handler. He also serves as an instructor in several disciplines, with a primary focus on tactical operations, bringing extensive operational experience to the classroom.

Strong K-9 units start with strong leadership. Join us at the 2027 NPCA National Training Seminar in Virginia Beach, Virginia, for K-9 Supervision, taught by Sgt. Richard Legarra of the Tucson Police Department!

With more than 20 years of law enforcement experience, Sgt. Legarra has served as a SWAT officer, SWAT team leader, and K-9 Unit supervisor. He played a significant role in developing the Tucson Police Department’s approach to deploying SWAT and K-9 teams together to assist investigative units with violent offender apprehension.

In this course, Sgt. Legarra will cover the critical components of K-9 Unit supervision, including:
