Recruitment Training and Support Center-RTSC The RTSC coordinates volunteers who serve as Special Education Decision Makers, or Special Education

The mission of The Recruitment, Training and Support Center (RTSC), a project of the Federation for Children with Special Needs, is to ensure that every child in state custody receives the educational supports they need to succeed. We strive to meet this goal by recruiting volunteers from across the state and providing them with the training and ongoing support they need to be effective Special Ed

ucation Decision Makers for students (known as Special Education Surrogate Parents (SESPs) under Massachusetts and federal education law). Federal education law requires a student’s parents or guardians to be included in the special education decision-making process. However, children in state custody may not have anyone to fill that role. In Massachusetts, those children depend on SESPs to protect their legal right to a free and appropriate education. There are approximately 900 students statewide currently supported by this project. Office Hours for Support are every Tuesday, Wednesday, and Thursday. Come with your questions and get individual support for SESPs with active cases. A support specialist will call you at the time you select and at the number you provide. Please have all case information/documents/notes handy. When you select the time, a box will open up for you to list specific questions or share any other information (without specifying the student name or district - we look that up). Special Education Decision Makers, known as Special Education Surrogate Parents (SESPs) serve as appointed decision makers that have the legal authority of a parent or legal guardian to attend and participate in special education team meetings, approve or reject Individual Education Plans (IEPs) and if necessary, file complaints or appeals. During this Orientation Training you will learn about the role of an SESP, eligible students, the IEP and transition planning.
