This week, IACP presented a workshop at the 7th Annual National Co-Responder Conference in Dallas, Texas, on supporting human trafficking victims with substance use disorders.

The session, “First Surviving, Then Thriving: Co-response and Deflection for Human Trafficking Victims with Substance Use Disorders,” featured Sabrina Fernandez (IACP), Sergeant Tarik Muslimovic (Arlington Police Department) and Amanda Pettit (Rescue Hill), who shared their insights on using co-response and deflection to connect victims to care.

From trauma-informed engagement to survivor-centered program design, the conversation highlighted how partnerships between law enforcement, behavioral health professionals, and service providers can create safe, effective pathways to recovery.

"Who am I? Do I matter? I want to make my own decisions."

These are the defining questions of adolescence. They are normal, healthy milestones of growing up—but to a predator, they are an entry point.

Traffickers look for social and emotional gaps. If a teen faces isolation at school or conflict at home, a predator steps in with the exact validation they crave: "You're mature. You have potential. No one understands you but me."

True prevention starts with understanding the teenage mind. We must fill those gaps with healthy support networks before someone else fills them with control.

In part two of our deep dive into the grooming pipeline, we’re looking at Isolation and Control. Traffickers rarely cut victims off overnight. Instead, they slowly shrink their world until they become the victim's only source of validation.

Under the surface, this looks like:

The Oxytocin Trap: Brain chemistry shifts, bonding the victim to the controller.

Cognitive Distortion: The victim internalizes the abuser's narrative and blames themselves.

Learned Helplessness: After failed attempts to resist, the mind stops trying.
