Connecticut currently has a puppy sourcing law, which says that pet stores can't buy from breeders with serious violations or a history of noncritical violations... So why are some of them finding loopholes to still buy from the *worst* puppy mill in the entire country?

The stores in Connecticut were warned to "use caution" when buying from a specific broker earlier this year after sourcing complaints Bailing Out Benji made to the CT Department of Agriculture because the dogs come from Steve Kruse. Yet months later the stores still choose to buy from him and the state cannot hold them accountable because of the broker loophole.

CT pets stores are buying from some of the worst puppy mills in the country!

We are thrilled to announce our new search engine that allows the public, advocates, and policymakers to instantly do their research into licensed dog breeders across the country! The online search tool is a companion to our database where we are currently tracking 4,445 licensed dog and cat breeders, as well as thousands of unlicensed facilities and canceled licenses.

Why is this important? Because our unique research shows that:

[41%] of the licensed breeders we are tracking have state or federal violations in the last 5 years.

[36%] of the licensed breeders who supplied pet stores in the last three years had state or federal violations.

[42%] of the licensed breeders we have found to be supplying online brokering websites had state or federal violations.

It is often easier for the public to find a puppy mill or inhumane breeder than a responsible one! While inspection records only show one part of an operation, until now it was nearly impossible for anyone to access state records or even know how to access the USDA. We want our search engine to be one tool in the toolbox in the fight to end puppy mills by helping consumers make responsible purchases.

Connecticut has laws that don't allow our pet stores to buy from breeders with violations... Notorious puppy mill owner, Steve Kruse, has found a way around that! His puppies are regularly sold in Connecticut stores, although they are listed under a different breeder name.

We have already alerted the CT DOA and will keep working on this case.

Will 2023 be the year we end puppy mill sales in CT pet shops?!?

Call your representatives and encourage them to SUPPORT HB 5572!

This legislative session, I am re-introducing a bill (HB 5572) to curb the inhumane practice of importation of dogs, cats and rabbits from commercial breeding facilities. Since 2019, when I first introduced this legislation, thousands of puppies have unfortunately been imported by Connecticut pet stores from Midwest puppy mill breeders and brokers. Neither federal nor state authorities adequately regulate commercial breeders. Connecticut pet stores should not support this cruelty nor escape oversight. Our neighbor New York passed this legislation this year – it is time for Connecticut to follow suit.

Following complaints made by our nonprofit Bailing Out Benji, CT Breeders in Norwalk was fined $2,000 by the State of Connecticut for buying puppies from breeders with violations.

We are finishing up our research into the sourcing of Connecticut stores in 2022 and have found dozens of examples of nearly every store breaking the state law. More complaints will follow and we will update you if any more fines are issued.
