𝐄𝐏𝐁𝐃.𝐰𝐢𝐬𝐞 𝐒𝐞𝐜𝐨𝐧𝐝 𝐑𝐨𝐦𝐚𝐧𝐢𝐚𝐧 𝐏𝐨𝐥𝐢𝐜𝐲 𝐅𝐨𝐫𝐮𝐦
Achieving the national targets for building decarbonisation requires continuous efforts, carried out across all areas and at all levels. In this context, one of the key objectives is to support the transposition of Directive No. 1275/2024 on the Energy Performance of Buildings . The EPBD.wise Project successfully fulfils this mission by bringing together national and international experts to strengthen the process of aligning European and national legislation.
Within the EPBD.wise Project, implemented under the coordination of BPIE, the 𝑺𝒆𝒄𝒐𝒏𝒅 𝑹𝒐𝒎𝒂𝒏𝒊𝒂𝒏 𝑷𝒐𝒍𝒊𝒄𝒚 𝑭𝒐𝒓𝒖𝒎 took place on 9 October at Hotel Union Plaza in Bucharest, organised by ROENEF. The event brought together relevant stakeholders from both the public and private sectors, from Romania and abroad, and addressed key current topics, such as:
☉ the progress made in transposing the Energy Performance of Buildings Directive, with a focus on two key elements – the 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈 𝑹𝒆𝒏𝒐𝒗𝒂𝒕𝒊𝒐𝒏 𝑷𝒍𝒂𝒏 and the 𝑩𝒖𝒊𝒍𝒅𝒊𝒏𝒈 𝑹𝒆𝒏𝒐𝒗𝒂𝒕𝒊𝒐𝒏 𝑷𝒂𝒔𝒔𝒑𝒐𝒓𝒕;
☉ clarifying certain aspects related to ensuring coherence between European and national legislation;
☉ highlighting the financial opportunities available for investments in building energy efficiency through funding programmes such as the Social Climate Fund, PNRR (investments I4 and I7 – RepowerEU) and the Environmental Fund;
☉ identifying ways to successfully address the challenges brought by the current economic context in Romania.
We were pleased to welcome key representatives of Romanian institutions actively involved in improving the energy performance of the building sector:
Mr. Raul Pop, State Secretary at the Ministry of Environment, Waters and Forests Ministerul Mediului - România;
Ms. Anca Ginavar, Director for Urban Planning and Construction Directorate at the Ministry of Development, Public Works and Administration Ministerul Dezvoltării, Lucrărilor Publice şi Administraţiei;
Ms. Ruxandra Chirilă, Deputy Director General for Management, Resilience and Social Climate Fund at the Ministry of Investments and European Projects Ministerul Investițiilor și Proiectelor Europene.
We were also delighted to have with us representatives of the European Commission — Nora Bednarski, Julien Tami, and Thibault Roy — as well as partners from the EPBD.wise consortium — Ece Ozer (TU Wien) and Bettina Sticher (SERA Global) — with whom we explored key topics and engaged in constructive discussions for the benefit of all participants.
The Forum held on 9 October once again demonstrates the strong commitment of ROENEF to maintaining an active relationship with Romanian authorities, acknowledging that only through effective communication between the public and private sectors can the legislative process be strengthened and the desired performance standards achieved.
