Aligned with the initiative, water supply and sanitation governance and regulatory systems are being tested as never before.
Deficient services, financial constraints, declining public trust, climate shocks, growing water scarcity and “day zero” risks, combined with rising consumer expectations, are pushing existing models to their limits — placing unprecedented pressure on decision-makers.
This is not a marginal challenge. It is a systemic one.
Across countries, the same question is emerging:
How do we build governance and regulatory systems that hold under pressure, protect the most vulnerable, and remain credible across political cycles?
To help respond, LIS-Water — together with regional regulator networks (ADERASA, ESAWAS regulators association, OOCUR: Organization of Caribbean Utility Regulators) and in engagement with development partners — is launching a ‘Global Leadership Agenda on Water Sector Governance and Reforms’. This initiative forms part of Portugal's commitment to the UN Water Action Agenda.
