On the 24th of July we concluded our seminar with our closing ceremony.

Our closing ceremony featured Lieutenant General Nuno Lemos Pires, National Defence Policy Director; Rear Admiral Bessa Pacheco, Commander of the Alfeite Naval Academy; João Rebelo, President of the Portuguese Atlantic Commitee; and Francisco Nobre, President of YATA Portugal and YATA International.

Over the course of the day, participants also had the chance to present their workshop reports after a week of work. These reports contain policy recommendations for NATO’s current priorities and opportunities.

As another edition of PAYS comes to an end, we thank all those who have contributed to the success of our seminar and organization over these 30 years - civilian and military institutions, speakers, organizers, participants, and staff.

Over the course of the sixth day of our seminar, participants had the chance to engage with speakers in different panel sessions.

We started with a session on Strategic Leadership in Times of Crisis with H.E Ambassador Elise Racicot and Manuel Poêjo Torres.

This was followed by a panel on Security Guarantees for Ukraine with Diana Soller and Bernardo Ivo Cruz.

We concluded with a discussion on the European Defense Industry with Lieutenant Colonel Marco Pinto.

On the fifth day of this year’s PAYS we welcomed Nuno Pinheiro Torres, Deputy Minister for Defence Policy, and Porter Illi, acting Political Unit Chief at U.S Embassy Lisbon.

They joined us for a panel discussion on Strengthening Transatlantic Relations in a Changing Security Landscape.

During the day participants also had the opportunity to work on their workshop projects.

During the fourth day of our seminar, we organized several different panel discussions.

We started with a panel on “Maritime Surveillance and Infrastructure Protection” with Rear Admiral Nuno Noronha Bragança, Commander Cortes Sanches and Leendert Bal.

We followed with a panel on “Drone Innovation and Transformation of the Battlefield” with Dário Pedro and Jorge Silva Carvalho.

During the afternoon we discussed “NATO-EU Cooperation” with Colonel Luís Bernardino and Pedro Folgado, as well as “Border Security and the Future of European Defence” with João Eufrázio and Commander Bruno Venâncio.

We concluded the day with a discussion on the “Implications of the 5% Defence Spending” with Ana Santos Pinto.

As part of the third day of our seminar, YATA Portugal organized a visit to the Portuguese Parliament. The visit concluded with a panel in the Senate Room with MPs Pedro Pessanha and Bruno Vitorino, together with Vitalino Canas.

Over the course of the morning, participants had the opportunity to explore the Alfeite Naval Base and visit the Francisco Almeida Frigrate, as well as participate in a series of roundtable discussions.

The day concluded with introductions to the seminar workshop by Professor Tiago André Lopes.

During our second day, participants had the chance to visit the Navy Museum, where they had the opportunity to learn about Portugal’s maritime story from the military, commerce, fishing and recreation perspective.

Over the course of the afternoon, participants engaged with speakers in insightful discussions about reporting international affairs and the 2026 Ankara NATO Summit.

On the 18th of July we held the opening ceremony for the 30 Year Anniversary edition of the Portuguese Atlantic Youth Seminar.

This year we welcomed young students and professionals from more than 20 different countries.

Opening remarks were given by Rear Admiral Sardinha Monteiro, Chief of Staff of the Commander of the Portuguese Navy; Rear Admiral Bessa Pacheco, Commander of the Alfeite Naval Academy; João Rebelo, President of the Portuguese Atlantic Commitee; and Francisco Nobre, President of YATA Portugal and YATA International.

This year's PAYS Opening Ceremony was held this Saturday with a key note speech from Rear Admiral Sardinha Monteiro, Chief of Staff of the Commander of the Portuguese Navy, and Rear Admiral Bessa Pacheco, Commander of the Alfeite Naval Academy.

The Ceremony was opened by Mr. João Rebelo, President of the Portuguese Atlantic Committee, and Francisco Nobre, President of YATA Portugal and YATA International.

During the ceremony, Portugal's role as an important maritime security actor was higlighted, as well as the importance of PAYS and YATA Portugal as a whole during the 30 years of existance of the YATA network.

João Rebelo is the President of the Portuguese Atlantic Committee. He served as a Member of the Portuguese Parliament for six terms for the party CDS-PP, and served as a Member of the NATO Parliamentary Assembly. He is a Member of the Board of Directors of the Atlantic Treaty Association - ATA.

Francisco Nobre is the President of the Youth Atlantic Treaty Association of Portugal, as well as the President of YATA International. He’s a PhD candidate in International Relations and is working at the Cabinet of the High Representative and Vice President of the European Commission.

João Rebelo and Francisco Nobre will be joining us in the Opening and Closing ceremonies of this year’s seminar, alongside our notable speakers.

João Eufrázio João Eufrázio is a senior officer at FRONTEX, serving as Deputy Head of Office to the Deputy Executive Director for Operations. He is career officer of the Portuguese National Republican Guard, having held previous positions such as Chief of Staff to the Secretary-General of Portugal's Internal Security System

Commander Bruno Venâncio is Head of Plans and Interagency Coordination at the Portuguese Naval General Staff, within the Planning Division. His career also includes operational planning roles at the EU Naval Force Operation Atalanta (EUNAVFOR Somalia) headquarters, as well as technical and training positions.
