Does being a Filipino seafarer mean your certificate must be issued by MARINA? Not necessarily.

The STCW Convention sets international standards, while different Maritime Administrations, including MARINA and NMA, implement these standards through their own national systems.

Don’t just ask “MARINA or NMA?”
Ask: What certificate is it, is it STCW-compliant, and is it accepted by the vessel’s Flag State?
