During the Bataan Half Marathon held at SM City Balanga, Bataan on July 12, 2026, REACT Sniper Group and REACT Combat Group personnel actively assisted runners along the race route. The team immediately responded to participants experiencing muscle cramps by providing first aid assistance and applying anti-cramp spray to help relieve discomfort and enable them to recover safely. Members remained stationed and mobile throughout the course to monitor the condition of runners, ensuring their safety and providing timely support whenever needed. This assistance contributed to the safe and successful conduct of the event.

The REACT Sniper Group, in coordination with the REACT Combat Group, participated in the Bataan Half Marathon 2026 by providing Joint Force Assistance and Radio Communication Support.

The team reported for duty at 02:00 AM to ensure all communication equipment and personnel were fully prepared before the start of the event. Volunteers were strategically deployed along the race route to provide continuous radio communication, relay important information, monitor the movement of participants, and coordinate with race organizers and emergency response teams.

Throughout the activity, REACT volunteers helped ensure the safety and security of all runners by guiding participants along the designated route, monitoring race conditions, and providing immediate communication support whenever necessary. Their presence contributed to the smooth and orderly conduct of the marathon while promoting public safety and teamwork.

The REACT Sniper Group remains committed to its mission of volunteer service through effective communication, emergency preparedness, and community support.

1. Weather Update

As of 11:00 AM, July 7, 2026, Super Typhoon BAVI (Inday) was located approximately 1,845 kilometers east of Central Luzon, outside the Philippine Area of Responsibility (PAR). The typhoo8n has maximum sustained winds of 185 km/h, gustiness of up to 230 km/h, and is moving west-northwestward at 20 km/h.
Although forecast models indicate that BAVI is likely to recurve away from the country, a slight westward shift could still enhance the Southwest Monsoon (Habagat), bringing moderate to heavy rainfall across Northern and Western Luzon.

For Dinalupihan, Bataan, the seven-day weather outlook indicates cloudy skies with frequent rain showers and thunderstorms from July 7 to July 16, increasing the possibility

of:

Localized flooding
Flash floods
Rain-induced landslides
Strong winds and rough sea conditions
Disruptions to transportation and outdoor activities
The council emphasized the need for continuous monitoring of PAGASA advisories and maintaining a high level of preparedness despite the storm remaining outside PAR.

2. Preparedness Measures

The MDRRMC discussed the following preparedness actions:
Activation of Emergency Operations Center (EOC) and 24/7 monitoring.

Continuous coordination with barangays, emergency responders, CSOs, and uniformed agencies.
Inspection and readiness of rescue equipment, vehicles, communication systems, and evacuation centers.
Pre-positioning of relief goods, food packs, medicines, rescue assets, and emergency supplies in strategic locations.
Dissemination of weather advisories and public safety reminders through social media, radio communications, and barangay officials.

Identification of flood-prone, landslide-prone, and low-lying areas requiring close monitoring.
Preparation for possible pre-emptive evacuation should weather conditions worsen.

3. Operation LISTO

To ensure readiness for any emergency, the following Operation LISTO actions were agreed upon:
Maintain heightened alert status among all response agencies.
Conduct continuous weather monitoring and rapid information dissemination.

Ensure availability of Incident Management Teams and emergency response personnel.
Prepare evacuation centers with adequate food, water, sanitation facilities, and medical assistance.

Coordinate with utility providers for possible power and communication interruptions.

Mobilize volunteer organizations, including REACT Sniper Group, to assist in communication support, monitoring, and emergency response operations when necessary.

Submit regular situation reports and maintain coordination with Provincial and Regional Disaster Risk Reduction and Management Councils.

Conclusion
The Pre-Disaster Risk Assessment Meeting concluded that while Super Typhoon BAVI (Inday) is forecast to remain outside the Philippine Area of Responsibility, its indirect effects through the enhanced Southwest Monsoon (Habagat) may still bring prolonged rainfall and possible flooding over parts of Luzon, including Dinalupihan, Bataan. All participating agencies agreed to maintain a heightened state of preparedness, strengthen coordination, and ensure the timely implementation of contingency plans to safeguard lives and properties.
