PROVINCE OF CEBU TOP PERFORMING MUNICIPAL VICE MAYORS FOR Q2 2026 HONORED UNDER THE GOVERNANCE AND PARTICIPATION INDEX "PULSO NG BAYAN"
Recognizing the vital role of legislative leadership in nation-building, Transparency Good Governance and Accountability Advocates & Visayas Social Pulse are pleased to announce the Cebu Top Performing Municipal Vice Mayors for the 2nd Quarter of 2026 under the Governance and Participation Index.
While Mayors lead the executive, it is the Vice Mayors and the Sangguniang Bayan who ensure that laws are responsive, budgets are transparent, and the voice of the people is heard in every session. This quarter’s evaluation highlights those who have gone beyond presiding duties to become true champions of good governance.
EVALUATION FRAMEWORK: GOVERNANCE AND PARTICIPATION INDEX
Vice Mayors were assessed based on 5 key indicators:
1. Legislative Productivity – Number and quality of ordinances and resolutions passed
2. Transparency & Accountability – Open session records, public hearings, and full disclosure compliance
3. Citizen Participation – Barangay consultations, public forums, and feedback mechanisms led
4. Oversight & Checks and Balance – Effective review of executive programs and budget
5. Social Impact Initiatives – Community programs on health, education, livelihood, and disaster preparedness
After an independent evaluation conducted by our survey and research analysts team across Cebu Province, we are proud to recognize the following leaders who are recognized for outstanding legislative leadership, record number of pro-people ordinances, and strong grassroots engagement programs.

The Governance and Participation Index "PULSO NG BAYAN" is an initiative of Visayas Social Pulse & Transparency Good Governance and Accountability to promote excellence, transparency, and people-centered governance in Cebu’s municipalities.
