The BS Agroforestry students of Caraga State University successfully conducted a seminar anchored on the theme: β€œRestoring Balance, Sustaining Life: Agroforestry for a Greener Future.”

Held at the Kinaadman Auditorium on May 6, 2026, the activity served as a platform for future agroforesters, educators, social workers, and community development partners to deepen their understanding of Indigenous Peoples’ rights, community engagement, and culturally grounded extension services within Ancestral Domains.

As part of the seminar, the students were equipped with practical learnings on: Community Organizing, Information, Education, and Communication (IEC) Strategies, Free and Prior Informed Consent (FPIC), Indigenous Knowledge Systems and Practices (IKSPs), Cultural Sensitivity and Respect for Indigenous Communities

Mr. Bryan A. Tingas, Administrative Officer IV of NCIP Agusan del Norte, served as the resource person and emphasized the importance of integrating social responsibility, cultural respect, and participatory approaches in delivering extension services to Indigenous communities.

One of the highlights of the seminar was the discussion on Indigenous Peoples Community Organizing beyond the mandates of NCIP β€” highlighting that genuine community empowerment does not solely rely on institutional mandates, but on service-driven leadership, grassroots participation, cultural stewardship, and respect for Indigenous identity and self-determined development.

The session encouraged students to become development practitioners who do not merely implement programs, but who genuinely listen, engage, and work alongside Indigenous communities with humility and respect.

NCIP Agusan del Norte Conducts Turnover of Responsibilities

The NCIP Agusan del Norte Provincial Office formally conducted a series of turnover of responsibilities to ensure continuity of operations and effective service delivery.

On March 30, 2026, at the Buenavista Community Service Center, Ms. Edgielit B. Pajarillo, upon assuming her role as Technical Management and Service Division Head (TMSD), officially turned over her responsibilities to Ms. Janiecel B. Tagno-ay, Community Affairs Officer, as the incoming Officer-in-Charge (OIC) Buenavista Community Service Center.

Subsequently, on April 15, 2026, during the Provincial Staff Meeting, Ms. Janiecel B. Tagno-ay formally turned over responsibilities to Mr. Judy Ner Tinosa, Tribal Affairs Assistant II, who will serve as Acting Technical Head of NCIP Agusan del Norte Provincial Office.

The turnover reflects NCIP’s commitment to seamless leadership transition and uninterrupted service delivery for ICCs/IPs.

I April 15,2026

In line with our continuing commitment to efficient and responsive public service, all personnel of NCIP Agusan del Norte convened for the Provincial Staff Meeting on April 15, 2026, held at Paseohan (Viewdeck), Brgy. Puting, Cabadbaran City within CADT 092.

Key agenda included updates on FY 2026 project implementations such as ADSDPP Enhancement of CADT 135, research and segregation, CALOM/CADLA implementation, Higaonon customary documentation project, health initiatives and the Educational Assistance Program (EAP).

The meeting also covered compliance with work and memorandum orders, and the presentation of proposed FY 2027 (Tier 1) projects, including target planning.

Community Assemblies Held for MPSA Renewal in CADT 092

Today, the National Commission on Indigenous Peoples (NCIP) – Agusan del Norte Provincial Office successfully facilitated the conduct of the First and Second Community Assemblies in relation to the renewal of MPSA No. 134-99-XIII of Agata Mining Ventures, Inc. (AMVI). The assemblies were held at the Barangay Covered Court in Curva, Santiago, Agusan del Norte, within the ancestral domain of CADT 092.

The activities were conducted in accordance with NCIP Administrative Order No. 3, Series of 2012, or the Revised Guidelines on Free and Prior Informed Consent (FPIC), and in close coordination with the Ancestral Domain Management Council (ADMC) of CADT 092, along with the concerned Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) from the directly affected areas.

Representatives from partner agencies also participated in the assemblies, including officials from the Local Government Units of Tubay and Santiago, as well as representatives from AMVI as the project proponent.
During the assemblies, key provisions of Indigenous Peoples' Rights Act of 1997 and the FPIC process were thoroughly discussed.

These included the presentation and validation of the IP Census, identification of existing Indigenous Political Structures (IPS), recognition of leaders and Council of Elders, and the customary decision-making and conflict resolution processes of the ICCs/IPs.
Moreover, the project proponent was given the opportunity to present the details of the proposed mining operations, enabling the ICCs/IPs to gain a clear understanding of the project’s scope, operational framework, and its potential environmental and social impacts.

The conduct of the First and Second Community Assemblies marks a significant step in ensuring that the rights of ICCs/IPs are upheld through a transparent, inclusive, and culturally appropriate FPIC process prior to any decision on the proposed project renewal.

Today, a coordination meeting to discuss issues and concerns affecting CADT 118 was held recently at the Session Hall in Las Nieves, Agusan del Norte.

Organized by the LGU of Las Nieves, the gathering was attended by Agusan del Norte’s Governor, Las Nieves’ Mayor, Sangguniang Bayan members, PNP and Philippine Army representatives, and CADT 118 IP leaders.

The meeting aimed to strengthen coordination among agencies to resolve concerns, protect IP rights, and maintain peace and sustainable development in the ancestral domain. Participants committed to collaborative joint efforts to address issues in line with the law and existing policies.

NCIP Agusan del Norte Strengthens MIPACO Through Cooperative Training

The National Commission on Indigenous Peoples (NCIP) – Agusan del Norte, in partnership with the Cooperative Development Authority (CDA) – Agusan del Norte, successfully conducted a Mandatory Training for the officers and members of the Mamanwa Indigenous Peoples Agriculture Cooperative (MIPACO) of CADT 256 on March 18–19, 2026.

The activity was held at the Tribal Hall in Barangay San Antonio, Remedios T. Romualdez (RTR), Agusan del Norte, bringing together cooperative members in a shared commitment to strengthen their organization.

The training aimed to enhance the capacity of MIPACO officers and members by equipping them with essential knowledge and skills in cooperative management and governanceβ€”empowering them to effectively lead, manage, and sustain their cooperative.

The two-day session was facilitated by Ms. Venus Charity Cabrera, Cooperative Development Specialist II, who guided participants through key topics, including: β€’ Introduction to Cooperatives
