To God be the highest glory!
I am honored, humbled, and sincerely grateful to share that I have been selected from among many young leaders in the Philippines and completed an Executive Education scholarship in Public Policy Development.
Completing the Executive Education has been an eye-opening experience for me (A very fruitful three months of case study and research paper discussions). I gained knowledge on fundamentals of public policy, from identifying public problems and challenges, understanding the policy-making process, analyzing evidence, considering different stakeholders and perspectives (co-production), to recognizing the importance of effective implementation and evaluation. What also made my experience even more meaningful was learning case studies from our neighboring ASEAN countries. Hearing various approaches to governance allowed me to appreciate that while our countries may differ in systems, cultures, and circumstances, many of the challenges we face are connected. In all the countries from ASEAN region, I was really amazed by Singapore Governmentโs policies. Their public governance esp. the implementation gave me valuable insights on the importance of long-term planning, institutional capacity, evidence-based decision-making, innovation, and effective public service delivery.
I remember when I drew close to the end of the program, these reflections encouraged me to look closely at our own experiences in the Philippines. I began to see our government programs and policies from a wider perspective not only in terms of what they aim to achieve, but also how they are designed, implemented, monitored, and communicated. The discussions and case studies helped me connect theory with realities that we encounter. They also reminded me that it is not simply having good ideas or well-written programs. It is about understanding the realities on the ground, listening to communities, working across institutions, and ensuring that policies ultimately create lasting impact.
I am thankful to the National Movement of Young Legislators Philippines in partnership with the National University of Singapore - Lee Kuan Yew School of Public Policy that made this opportunity possible. Your investment in young leaders like us is an investment for the future, and I am honored to have been one of the recipients of your trust and support. Thank you to my honorable colleagues from the Municipality of Bulakan, Mayor Vergel Meneses, Vice-Mayor Aron Cruz, and fellow councilors for supporting my passion for post-grad studies. Thank you very much for your assistance SB Sec Gracey, Ate Geli, HRMO office, and my staff JM. Special shoutout to ULEAD Pilipinas (sa mga haligi nito: Rannie, Marian, Clarice, Kyla, Tita Lilia, Shine, Harold, Sarah, and council), KABESERA, Inc., Angat Buhay, Jesse M. Robredo Foundation (JMRF-YLGG) , and Kaya Natin! Movement for Good Governance and Ethical Leadership ! Thank you for standing and championing โbetter" governance, responsible citizenship, and volunteerism to contribute in our community. To my familyโฆ Nasabi ko na yun message ko sa inyo ng personal. Mahal ko kayo!
More than the achievement of Certificate of Completion for an Executive Education, being given a chance to learn, grow, and be part of a community of young leaders has been a meaningful experience. I consider it a privilege that I will always carry and has given me a deeper sense of purpose and renewed commitment to contribute meaningfully back to my community. (PS. Hindi pala ako nag-iisa sa **** feeling) Most importantly, I leave this program with a belief that public policy should always be grounded in people, partnership, and purpose.
With a grateful heart, I say: Tuluy-tuloy ang trabaho, PARA SA BAYAN!
