Urban Youth Employment Project Phase II - UYEP II Improving the capacity of participating youths to engage in productive income generating activities.

The National Capital District (NCD) Urban Youth Employment Project Phase II (UYEP 2) is an initiative of the PNG Government with loan funding from the World Bank. The UYEP II Project, approved on April 22, 2020, and declared effective on July 27, 2021, is being implemented in NCD by the National Capital District Commission (NCDC). The Project’s development objective is to improve the capacity of participating young men and women in project areas to engage in productive income generating activities. The Project is inclusive of all youths, including those living with disability, and has a gender target of 50 percent females. The Project life is five years with a closing date of September 30, 2025. UYEP II comes at the back of a successful UYEP I from 2011 to 2019, which assisted over 18,500 youths improve their job-related skills as well as their prospects of finding employment.

✨ Moments That Matter | Celebrating Our Team

Throughout the journey of the project, our team has shared countless experiences, challenges, achievements, and unforgettable moments alongside the young people we have supported.

As we reflect on the impact of this project, we are taking a moment to celebrate the people behind the work, YOU! The staff members who have dedicated your time, passion, and commitment to creating meaningful opportunities for young people. 👏

For this Moments That Matter series, we are asking our Community Engagement & Survey Coordinator, Ms. Francesca Drapuluvik:

💬 “What is one memorable moment from your journey with the project that captures the difference this team has made for young people?”

“As the first faces of the project that a trainee sees, it has been a privilege to be part of the CES team.

We treat each interested youth that come for screening just as important as another. They come with their own stories and experience with hope that UYEP II will bring positive change into their lives.

When a youth sits with our survey enumerators, listening to each of their unique stories, you can see the look of anxiousness fade and hope becomes evident in their faces. Some have gone on to be leaders, a changed person in the community. Others have learnt many new skills during their time with the project, skills that will remain with them forever.

It is the feeling of accomplishment, the feeling of seeing changes in the youth, changes in the family, and changes in the community that speaks volume about everyone behind this project.

For me, it is the satisfaction of this job that matters most. Knowing that someone’s way of life has improved for the better because of my team and I’s efforts.

To commemorate International Youth Day, the Honourable Powes Parkop, NCD Governor, will be hosting a Youth Expo & Walk on 14th and 15th August 2026. 🎉

We are calling on all past and present UYEP II Trainees to come together and be part of this special occasion. This is an opportunity to reconnect with fellow trainees, celebrate the achievements of young people in Port Moresby, and show the strength and impact of the Urban Youth Employment Project – Phase II (UYEP II). 💪🏽🌟

UYEP II will be participating in the Expo to support NCDC’s continued efforts to create awareness of the various youth programmes and activities available to young people in Port Moresby.

With 7 DAYS TO GO till International Youth Day 2026, we're celebrating the voices, dreams, and journeys of 9 inspiring young people participating in the Urban Youth Employment Project (UYEP II).

This year's theme, "Different Contexts, Common Aspirations," reminds us that while every young person's journey is unique, we all share the hope for opportunity, growth, and a brighter future.

Meet Philip J. Gena, one of the young participants in the Urban Youth Employment Project (UYEP II) who is now engaged as a Graphic Designer in the Media & Communications department with UYEP II.

💬 Question: "What is one thing you hope UYEP II will help you achieve in your future?"

🗣️ Answer: " Ever since I joined the project, learning new skills and being work ready was one of the most important ethics taught.

I have also learnt the importance of skills and time management, allowing me to grasp an overall understanding of how the work force participates in real time, focusing on executing results and achieving set objectives.

The Urban Youth Employment Project Phase II has also given me the biggest opportunity to be a part of the most dynamic team I've ever had to work with. I am certain that the UYEP II has bigger plans for the future and I might just get to be a part of it!“

With 8 DAYS TO GO till International Youth Day 2026, we're celebrating the voices, dreams, and journeys of 9 inspiring young people participating in the Urban Youth Employment Project (UYEP II).

Meet Kaia Puka, one of the young participants in the Urban Youth Employment Project (UYEP II).

💬 Question: "What is one thing you hope UYEP II will help you achieve in your future?"

🗣️ Answer: " Being given the opportunity to work with the project was life changing for me. With all the work experience that I’ve gained from UYEP II, I believe that this project has shaped me into a person who is ready to carry out bigger tasks that will be given to me in future jobs. This leads me a favourite quote of mine, ‘Every strike brings me closer to the next home.’ At this moment I am preparing myself for the next strike."

✨ Moments That Matter | Celebrating Our Team

Throughout the life of the project, our team has shared countless experiences, overcome challenges, celebrated achievements, and created unforgettable memories alongside the young people we have had the privilege to support.

As we reflect on the impact of this journey, we're taking a moment to recognise the people behind the work, our dedicated staff whose passion, commitment, and expertise have helped create meaningful opportunities for young people. 👏

For our Moments That Matter series, we asked our Gender Specialist, Mr. Tems Ninjipa:

💬 "What is one 'moment that matters' from your time with the project that you will carry with you forever?"

"One of the greatest gifts I will carry with me from my time with the Urban Youth Employment Project is the opportunity to be part of transforming the lives of disadvantaged young people in the National Capital District of Papua New Guinea. Working as the Gender Specialist has been more than a job, it has been a journey of learning, growth, and purpose.

Throughout the project, I had the privilege of meeting people from diverse backgrounds, including colleagues who have become lifelong friends and valued professional connections. Working closely with young people from different cultures, communities, and life experiences challenged me to find meaningful ways to communicate important messages about gender equality, inclusion, respect, and the social issues affecting Papua New Guinea. While this was not always easy, seeing young people embrace these concepts and begin to change their attitudes and behaviours has been one of the most rewarding experiences of my career.

The project has also invested in my own professional growth. It has broadened my understanding of youth development, strengthened my knowledge of national and international development policies, and provided invaluable experience working within a World Bank-funded project. These experiences have shaped me both personally and professionally, and they will continue to influence how I serve communities and contribute to Papua New Guinea's development. The lessons, relationships, and memories I have gained through this project are something I will carry with me for the rest of my life."

🗣️ Answer: " One thing I hope UYEP II will help me achieve is building a successful career and also equip me with the practical skills, knowledge, and confidence needed to succeed in the workplace Beyond finding a job, I hope it will help me become financially independent, make a positive contribution to my community, and inspire other young people to pursue their goals with determination and perseverance."
