عقدت القوات المسلحة الأردنية- الجيش العربي بتنظيم من مديرية شؤون المرأة العسكرية وبالتعاون مع حكومتي النمسا وهولندا وهيئة الأمم المتحدة للمرأة في الأردن، ندوة خبراء النوع الاجتماعي بمشاركة ممثلين/ات عن القوات المسلحة الأردنية ومديرية الأمن العام والمركز الوطني للأمن وإدارة الأزمات، إلى جانب خبراء/ خبيرات ومشاركين/ات من عدد من الدول الشقيقة والصديقة، شملت لبنان ومصر وتونس والمغرب والنمسا وكندا والولايات المتحدة الأمريكية.

وأكدت نائبة ممثل هيئة الأمم المتحدة للمرأة، د. منال بنكيران، أن "الجيش العربي رسّخ خلال السنوات الماضية نموذجًا متقدمًا في هذا المجال، تُوِّج مؤخرًا بإطلاق الاستراتيجية الثانية لإدماج النوع الاجتماعي، والتي تشكل إطارًا مؤسسيًا متكاملًا لا يعكس فقط التزام القوات المسلحة بتنفيذ أجندة المرأة والأمن والسلام، بل يؤكد أيضًا على توجه استراتيجي لتعزيز بيئة عسكرية شاملة ومستجيبة لاحتياجات النساء والرجال على مختلف المستويات من السياسات، إلى البنى التحتية، وصولًا إلى تطوير القدرات المؤسسية."

على مدار خمسة أيام، أتاحت الندوة منصة لتبادل الخبرات وتعزيز القدرات المؤسسية وتطوير الشراكات في مجال إدماج منظور النوع الاجتماعي في المؤسسات العسكرية والأمنية، بما يدعم تنفيذ أجندة المرأة والأمن والسلام ويعزز الممارسات المؤسسية الشاملة والمستجيبة للنوع الاجتماعي.

The Jordan Armed Forces–Arab Army, through the Military Women Affairs Directorate and in cooperation with the Governments of Austria and the Netherlands and UN Women , convened the Gender Experts Qualifier Seminar, bringing together representatives from the Jordan Armed Forces, the Public Security Directorate, and the National Center for Security and Crisis Management, alongside gender experts and participants from Lebanon, Egypt, Tunisia, Morocco, Austria, Canada, and the United States.

Dr. Manal Benkirane, Deputy Representative of UN Women Jordan, highlighted the Jordan Armed Forces' leadership in advancing gender mainstreaming, stating: “Over the past years, the Arab Army has established an advanced model in this field, recently crowned by the launch of the Second Gender Mainstreaming Strategy (GMS II). This comprehensive institutional framework not only reflects the Armed Forces’ commitment to implementing the Women, Peace and Security agenda, but also underscores a strategic direction toward fostering an inclusive military environment that responds to the needs of both women and men at all levels—from policies and infrastructure to institutional capacity development.”

Over the course of five days, the seminar provided a platform for exchanging experiences, strengthening institutional capacities, and fostering partnerships to advance gender mainstreaming within military and security institutions. The discussions and activities contributed to supporting the implementation of the Women, Peace and Security agenda and promoting more inclusive and gender-responsive institutional practices.

خلال الفترة من 17 إلى 19 حزيران، عقدت هيئة الأمم المتحدة للمرأة في الأردن، بالتعاون مع اللجنة الوطنية الأردنية لشؤون المرأة، ودائرة الموازنة العامة ودائرة الإحصاءات العامة ، ورشة عمل لتعزيز تنفيذ مؤشرات قرض سياسة التنمية لبرنامج الموازنة المستجيبة لاحتياجات كلا الجنسين ، الممول من من الوكالة الفرنسية للتنمية (AFD).
وعلى مدار ثلاثة أيام مكثفة، اجتمعت فرق الموازنة المستجيبة لاحتياجات كلا الجنسين من تسع وزارات ريادية (وزارة العمل، وزارة الشؤون السياسية والبرلمانية، وزارة التربية والتعليم، وزارة الصحة، وزارة التنمية الاجتماعية، وزارة السياحة والآثار، وزارة الصناعة والتجارة، وزارة الاقتصاد الرقمي والريادة، ووزارة المياه والري)، إلى جانب الأكاديمية الأردنية للإدارة الحكومية، وديوان المحاسبة، حيث عملت على:
✅ إعداد نطاق تدقيق أداء مستجيب لاحتياجات كلا الجنسين.
✅ استكمال ترميز البرامج والمشاريع في الموازنة لإعداد تقرير الموازنات المستجيبة عام 2025.
✅ تصميم آلية مؤسسية لضمان جودة تقييم وتحليل البرامج المستجيبة لاحتياجات كلا الجنسين.
✅ التوافق مع دائرة الإحصاءات العامة على تعريفات موحدة للمؤشرات المراعية لاحتياجات كلا الجنسين.
✅ تصميم آلية تشاور رسمية مع منظمات المجتمع المدني من خلال تحالف مؤسسات المجتمع المدني حول الموازنة العامة والموازنة المستجيبة لاحتياجات كلا الجنسين (مسار).

From 17–19 June, UN Women Jordan, JNCW, and دائرة الموازنة العامة الاردن General Budget Department Jordan conducted a Workshop to advance implementation of First Tranche indicators under the Gender-Responsive Budgeting (GRB) programme, funded by the AFD - Agence Française de Développement.

Over three intensive days, GRB teams from nine participating ministries (MoL, MoPPA, MoE, MoH, MoSD, MoTA, MoTI, MoDEE, MWI), DoS, JAGA, Audit Bureau worked together to:
✅ Worked on developing the scope a gender-responsive pilot performance audit
✅ Finalize budget programme and project tagging for the 2025 report
✅ Design an institutional mechanism to ensure the quality of gender assessment and analysis
✅ Align with the DoS on unified definitions for gender-sensitive indicators
✅ Design a formal consultation mechanism with civil society organizations (MASAR Coalition)

الاجتماع السابع للجنة التوجيهية لبرنامج الموازنة المستجيبة للنوع الاجتماعي للنهوض بالمساواة بين الجنسين في الأردن.

في 2 حزيران، استضافت وزارة التخطيط والتعاون الدولي اجتماع الجنة التوجيهية السابع لبرنامج الموازنة المستجيبة لاحتياجات كلا الجنسين ، للمشروع الممول من الوكالة الفرنسية للتنمية (AFD)، بدعم فني من هيئة الأمم المتحدة للمرأة ومشاركة ممثلين/ممثلات عن وزارة الصحة، ووزارة العمل، ووزارة التربية والتعليم، ووزارة الشؤون السياسية والبرلمانية، ووزارة التنمية الاجتماعية، ووزارة الصناعة والتجارة، ووزارة السياحة والآثار، ووزارة المياه والري، ووزارة الاقتصاد الرقمي والريادة، ودائرة الإحصاءات العامة، وديوان المحاسبة، والأكاديمية الأردنية للإدارة الحكومية، واللجنة الوطنية الأردنية لشؤون المرأة ودائرة الموازنة العامة.

وركز الاجتماع على أولويات الرئيسية، كمتابعة التقدم المحرز في تنفيذ مؤشرات صرف الدفعة الأولى من قرض سياسة التنمية لعام 2026، وتحديد التحديات والتوافق على الخطوات المقبلة.

7th Steering Committee Meeting Gender-Responsive Budgeting for Advancing Gender Equality in Jordan.

On 2 June, the Ministry of Planning and International Cooperation - Jordan (MoPIC) hosted the 7th Steering Committee Meeting of the Gender-Responsive Budgeting (GRB) programme, funded by the AFD - Agence Française de Développement, with support from UN Women and participation of representatives from MoPIC, the Ministry of Health, the Ministry of Labour, the Ministry of Education, the Ministry of Political and Parliamentary Affairs, the Ministry of Social Development, the Ministry of Industry, and Trade, the Ministry of Tourism and Antiquities, the Ministry of Water and Irrigation, the Ministry of Digital Economy and Entrepreneurship, the Department of Statistics, the Audit Bureau, Jordanian Academy for Government Administration, JNCW, and دائرة الموازنة العامة الاردن General Budget Department Jordan
The meeting focused on key priorities such as monitoring progress on DPL first sub-tranche indicators for 2026, identifying challenges and reaching consensus on the way forward.

Representatives from private sector companies participating in the Women's Empowerment Principles (WEPs) Network came together for a workshop organized by UN Women Jordan and the King Abdullah II Centre for Excellence to learn about the Gender Seal for Women's Empowerment in the Private Sector and its application process.
The workshop supported companies in strengthening their readiness to adopt the Seal's standards to facilitate their application process translating their commitments to gender equality into measurable institutional practices, and fostering more inclusive, equitable and sustainable workplaces that advance women's economic empowerment.


اجتمع ممثلو شركات القطاع الخاص المنضمة إلى شبكة المبادئ العالمية لتمكين المرأة (WEPs) في ورشة عمل نظمتها هيئة الأمم المتحدة للمرأة ومركز الملك عبدالله الثاني للتميز، للتعريف بالختم المؤسسي لدعم وتمكين المرأة في القطاع الخاص وآلية التقدم للحصول عليه.
وسلطت الورشة الضوء على سبل تعزيز جاهزية المؤسسات لتطبيق معايير الختم، وتحويل التزاماتها بالمساواة بين الجنسين إلى ممارسات مؤسسية قابلة للقياس، بما يسهم في بناء بيئات عمل أكثر شمولًا وعدالة واستدامة، وتعزيز التمكين الاقتصادي للمرأة.

To enhance the enabling environment for women, sustain service delivery and strengthen institutional capacity to maintain nursery services, with the support of UN Women, 23 female PSD personnel obtained Occupational Caregiver Licenses through the caregiver training course being implemented by the National Council for Family Affairs and delivered by the Vocational Training Corporation for women officers, securing a certified and sustainable cadre of childcare providers.

Together, these steps upgrade skills and management capabilities and introduce new family-friendly services to enable women’s participation, retention, and leadership in the security sector.

These steps reflect enhanced institutional capacity to plan and implement gender-responsive services in alignment with PSD’s Gender Mainstreaming Strategy priorities.

في إطار تعزيز البيئة الداعمة للمرأة، وضمان استدامة تقديم خدمات الحضانات، وتعزيز القدرات المؤسسية للحفاظ على هذه الخدمات، وبدعم من هيئة الأمم المتحدة للمرأة، حصلت 23 من منتسبات مديرية الأمن العام على رخصة مقدّمة رعاية من خلال دورة تدريبية ينفذها المجلس الوطني لشؤون الأسرة وتقدّمها مؤسسة التدريب المهني، بما يسهم في توفير كادر مؤهل ومعتمد ومستدام لتقديم خدمات رعاية الأطفال.

وتسهم هذه الخطوات في تطوير المهارات والقدرات الإدارية، وإدخال خدمات جديدة صديقة للأسرة تدعم مشاركة المرأة واستبقائها وتقدمها إلى مواقع القيادة في القطاع الأمني.

كما تعكس تعزيز القدرة المؤسسية على التخطيط وتنفيذ خدمات مراعية للنوع الاجتماعي، بما ينسجم مع أولويات استراتيجية تعميم منظور النوع الاجتماعي في مديرية الأمن العام.

يسرّ هيئة الأمم المتحدة للمرأة بالشراكة مع جمعية السمو للرعاية والريادة الخيرية إطلاق مشروع "تمكّني: حماية وتمكين النساء والفتيات من أجل مستقبل أفضل" في محافظة العقبة، بدعم من صندوق المرأة للسلام والعمل الإنساني .يهدف المشروع إلى تعزيز حماية وتمكين 1800 سيدة وفتاة من خلال توفير خدمات متكاملة للدعم القانوني والنفسي والاجتماعي والاقتصادي، ورفع الوعي المجتمعي للحد من العنف القائم على النوع الاجتماعي. كما يشمل المشروع إطلاق ثلاث عيادات متخصصة لتقديم خدمات الحماية والدعم للنساء والفتيات، بالإضافة إلى منصة إلكترونية تسهّل الوصول إلى المعلومات والخدمات والإحالات، بما يعزز وصول النساء والفتيات إلى الدعم اللازم ويُسهم في بناء مجتمعات أكثر أماناً وشمولاً وتمكيناً للنساء.

UN Women, in partnership with the Highness Society for Sponsorship and Charity Leadership, is pleased to launch the project “Tamakani: Protection and Empowerment of Women and Girls for a Better Future” in Aqaba Governorate, with support from the Women’s Peace and Humanitarian Fund (WPHF). The project aims to strengthen the protection and empowerment of 1800 women and girls through the provision of integrated legal, psychosocial, social, and economic support services, while raising community awareness to prevent and respond to gender-based violence. The project launched three specialized clinics to provide protection and support services for women and girls, as well as an electronic platform that facilitates access to information, services, and referral pathways. Through these interventions, the project seeks to enhance women’s and girls’ access to essential services and opportunities, contributing to the creation of safer, more inclusive, and empowering communities.

ضمن إطار الخطة الوطنية الأردنية الثانية لتفعيل قرار مجلس الأمن رقم 1325 حول المرأة والسلام والأمن، اختُتمت في مديرية الأمن العام وبالتعاون مع هيئة الأمم المتحدة للمرأة ورشة عمل ضباط ارتباط النوع الاجتماعي والتي تمحورت حول مراجعة الشروط المرجعية الخاصة بعمل ضباط الارتباط، واستعراض أهم الإنجازات والمبادرات التي نُفّذت خلال الفترة الماضية، إلى جانب مناقشة وضع مبادرات جديدة مراعية للنوع الاجتماعي في مختلف وحدات المديرية، ومراجعة مقترحات لأنشطة الخطة التدريبية لمركز بناء القدرات.

من خلال مديرية الأمن العام، يشكل ضباط الارتباط عنصرًا أساسيًا في دعم التزام الأردن بتفعيل قرار مجلس الأمن 1325، حيث يعدون الجسر الذي يترجم الالتزامات إلى إجراءات عملية داخل وحداتهم ومواقعهم، سواء من خلال رصد الاحتياجات، تطوير المبادرات، أو دعم مشاركة النساء وتعزيز العدالة لكلا الجنسين في بيئة العمل. كما يسهم ضباط الارتباط في دعم التنسيق المؤسسي ورفع جاهزية المديرية لتبنّي أفضل الممارسات الدولية في مجال المرأة والسلام والأمن، وهو دور تؤكد عليه الخطط الوطنية الأردنية لتفعيل القرار 1325.

مثّلت الورشة خطوة مهمة في تعزيز الجهود المؤسسية الرامية إلى ترسيخ مبادئ المساواة وتطوير مبادرات مراعية للنوع الاجتماعي، بما يسهم في الارتقاء بالأداء وتعزيز جودة الخدمات المقدّمة للمجتمع وتعزيز التزام الأردن ضمن إطار أجندة المرأة والسلام والأمن.

Within the framework of JONAP II, and the ongoing partnership between the Public Security Directorate (PSD) and UN Women, two annual Gender Focal Points Workshops are convened for PSD focal points. During 2026, the first meeting was held to review focal points’ terms of reference, discuss key achievements, explore new gender-responsive initiatives, and review proposed activities under the Gender Capacity Building Center training plan.
Within PSD, gender focal points play a key role in raising awareness on gender and UNSCR 1325 within their directorates. They also support the implementation of gender mainstreaming initiatives in coordination with the Gender Office, contributing to the advancement of the WPS agenda in line with JONAP II.
The workshop marked an important step in strengthening institutional efforts to embed the principles of equality and advance gender-responsive initiatives, contributing to improved institutional performance, enhanced quality of services provided to the community, and reinforcing Jordan’s commitment to the WPS agenda.

🌟 Empowering Women Leaders in the Security Sector
For the first time in the Southern Region, women personnel from the Public Security Directorate participated in a specialized Women’s Leadership Training in Aqaba, delivered jointly by PSD women trainers and UN Women Jordan.
The training provided a space for participants to strengthen their leadership skills, build confidence, enhance decision-making capabilities, and exchange experiences that support their professional growth and advancement within the security sector.
By investing in women’s leadership, Jordan continues to strengthen inclusive and effective security institutions, while advancing the Women, Peace and Security agenda and creating pathways for more women to lead and contribute to peace, security, and community resilience.
This initiative reflects the strong partnership between UN Women and the Public Security Directorate to support women’s meaningful participation and leadership across the security sector.


✨ تمكين القيادات النسائية في القطاع الأمني
لأول مرة في إقليم الجنوب، شاركت منتسبات مديرية الأمن العام في تدريب متخصص حول القيادة النسائية عُقد في العقبة، ونفذته مدربات من مديرية الأمن العام بالتعاون مع هيئة الأمم المتحدة للمرأة في الأردن.
وشكل التدريب مساحة لتعزيز المهارات القيادية للمشاركات، وبناء الثقة بالنفس، وتطوير قدرات اتخاذ القرار، وتبادل الخبرات التي تدعم مسيرتهن المهنية وتساهم في تعزيز أدوارهن القيادية داخل القطاع الأمني.
ومن خلال الاستثمار في القيادة النسائية، يواصل الأردن تعزيز مؤسسات أمنية أكثر شمولاً وفعالية، ودعم تنفيذ أجندة المرأة والسلام والأمن، وتهيئة الفرص أمام المزيد من النساء للمساهمة في صنع القرار وتعزيز الأمن المجتمعي.
وتعكس هذه المبادرة الشراكة المستمرة بين هيئة الأمم المتحدة للمرأة ومديرية الأمن العام لدعم المشاركة والقيادة الفاعلة للمرأة في القطاع الأمني.

اجتمع كبار قيادات مديرية الأمن العام في إقليم الجنوب بمدينة العقبة ضمن جلسة كبار القادة التي نظمتها هيئة الأمم المتحدة للمرأة في الأردن بالشراكة مع مديرية الأمن العام، بهدف تعزيز الحوار حول القيادة المستجيبة للنوع الاجتماعي وترسيخ الالتزام المؤسسي بأجندة المرأة والسلام والأمن. وسلطت الجلسة الضوء على أهمية القيادة الشاملة، وتعميم منظور النوع الاجتماعي، وتهيئة بيئة داعمة تمكّن المرأة من المساهمة الكاملة في تعزيز الكفاءة التشغيلية والتميز المؤسسي.

Senior leaders from the Public Security Directorate’s Southern Region gathered in Aqaba for a Key Leaders Seminar organized by UN Women Jordan and the Public Security Directorate to advance dialogue on gender-responsive leadership and strengthen institutional commitment to the Women, Peace and Security agenda. The seminar highlighted the importance of inclusive leadership, gender mainstreaming, and creating enabling environments where women can fully contribute to operational effectiveness and institutional excellence.
Through continued partnership and national ownership, Jordan is advancing efforts to build more inclusive, responsive, and effective security institutions for all.
