LAW foundation is a social work demonstration project, carrying out grassroot level interventions since 2016 under the Criminal Justice Fellowship Programme of Tata Institute of Social Sciences, Mumbai and registered as a Trust in 2019.Our core work revolves around enabling socio-legal aid, networking, training, rehabilitation, re-integration and advocacy with respect to the custodial, institutio

nal, legal and constitutional rights of socio-economically marginalized communities. To this end, permission to work with the criminal justice system and interact with persons detained or confined in prisons and government residential institutions in Bihar has been obtained from the Bihar District Legal Service Authority and Hon'ble Chief Justice Mr. MISSION

A crucial, yet often overlooked, step in the criminal justice process: providing Form A under the POCSO Rules 2020.

When a victim or their representative arrives at a police station to file a complaint, it is the strict responsibility of the Duty Officer to provide this form. But as discussed in this clip, the objective is not merely administrative paperwork—it is empowerment through information.

Form A outlines 15 fundamental rights of the child and their family, including:
• The immediate right to a copy of the FIR.
• The right to adequate security and police protection.

Too often, victims are forced to run from pillar to post simply to understand what they are entitled to. Proper implementation of Form A shifts the system from bureaucratic hurdles to proactive rights awareness.

We often think of legal reporting only after a crime has been committed. But the POCSO Act goes further—it mandates reporting even the likelihood of an offense.
The big question is: Does the system have a clear protocol for this?

When a crime happens, the police file an FIR. But when a citizen reports a “suspicion” to prevent a crime, what is the police’s “actionable”? Is there a system for reconnaissance or preventive records?

This clip challenges law students and advocates to research this gray area. How do we turn “likelihood reporting” into concrete safety measures?

LAW फाउंडेशन ने पुलिस प्रशासन एवं सरकारी हितधारकों के सहयोग से 7 फ़रवरी 2026 को ग्राम प्लेक्स, जहानाबाद में जहानाबाद ज़िले के सभी थाना प्रभारियों (SHOs) तथा संबंधित चाइल्ड वेलफेयर पुलिस अधिकारियों (CWPOs) के लिए **POCSO अधिनियम एवं बाल अधिकार क़ानून** पर एक दिवसीय क्षमता निर्माण कार्यशाला का सफल आयोजन किया।

इस कार्यशाला की अध्यक्षता श्री अनिल कुमार सिन्हा, जिला मजिस्ट्रेट; श्री अपराजित लोहान, पुलिस अधीक्षक; श्री मनोज कुमार पांडेय, अपर पुलिस अधीक्षक; श्री विनोद कुमार पांडेय, अध्यक्ष, चाइल्ड वेलफेयर कमेटी; तथा श्री बलेंद्र, सदस्य, किशोर न्याय बोर्ड (JJB) द्वारा की गई।

यह ज्ञानवर्धक सत्र सुप्रीम कोर्ट के अधिवक्ता श्री अनंत अस्थाना एवं श्री सुनील झा (पूर्व वरिष्ठ सलाहकार, यूनिसेफ, बिहार) जैसे प्रतिष्ठित संसाधन व्यक्तियों द्वारा संचालित किया गया। कार्यशाला का मुख्य उद्देश्य बाल-केन्द्रित पुलिसिंग एवं बच्चों से संबंधित कानूनी प्रक्रियाओं को सुदृढ़ करना था। साथ ही, POCSO ढांचे के अंतर्गत समयबद्ध चिकित्सीय परीक्षण, काउंसलिंग, पीड़ित संरक्षण, अंतरिम मुआवज़ा तथा विशेष शिक्षकों की नियुक्ति पर विशेष ज़ोर देते हुए विभिन्न सरकारी संस्थागत निकायों (DCPU, CWC, JJB एवं चिकित्सा सुविधाएँ) के बीच अंतर-विभागीय समन्वय को मजबूत करने पर भी ध्यान केंद्रित किया गया।

कार्यशाला का उद्देश्य पुलिस अधिकारियों को बाल-केन्द्रित मामलों के संवेदनशील एवं प्रभावी निपटारे हेतु आवश्यक ज्ञान, कौशल तथा ट्रॉमा-इन्फॉर्म्ड संवेदनशीलता से लैस करना था, ताकि बाल-अनुकूल प्रक्रियाएँ सुनिश्चित की जा सकें और बाल पीड़ितों एवं आरोपितों की गरिमा व अधिकारों की रक्षा करते हुए प्रभावी पुनर्वास एवं न्याय सुनिश्चित हो सके।

लॉ फ़ाउंडेशन द्वारा 19 जनवरी 2026 को ललसिबिघा, जहानाबाद में एक उन्मुखीकरण एवं जागरूकता कार्यक्रम का सफल आयोजन किया गया। इस कार्यक्रम में स्वयं सहायता समूहों (SHGs) से जुड़ी 100 से अधिक महिलाओं ने सक्रिय भागीदारी की। साथ ही, कम्युनिटी मोबिलाइज़र्स (CMs) और ग्राम संगठन (VO) के सदस्यों की उपस्थिति ने सामूहिक संवाद को मज़बूती दी और समुदाय की भागीदारी को और सशक्त किया।

सत्र के दौरान महिलाओं को खाद्य सुरक्षा, सामाजिक सुरक्षा पेंशन, शिक्षा तथा महिलाओं से संबंधित विभिन्न सरकारी कल्याणकारी योजनाओं की जानकारी दी गई। इसके साथ ही, लॉ फ़ाउंडेशन के कार्यों, विशेष रूप से सामुदायिक स्तर पर कानूनी जागरूकता और न्याय तक पहुँच को लेकर विस्तार से चर्चा की गई। खुले और सहभागी संवाद के माध्यम से महिलाओं ने अपनी दैनिक समस्याओं और शिकायतों को साझा किया, जिनमें दस्तावेज़ों की कमी, अधिकारों की जानकारी का अभाव और सार्वजनिक सेवाओं तक पहुँच से जुड़ी चुनौतियाँ प्रमुख रहीं।

समूह चर्चा में यह सामने आया कि कई महिलाओं के पास आधार कार्ड, राशन कार्ड और जाति प्रमाण पत्र जैसे आवश्यक दस्तावेज़ उपलब्ध नहीं हैं। इसका मुख्य कारण जानकारी की कमी और प्रक्रियाओं की अस्पष्टता रही, न कि अनिच्छा। इस पर महिलाओं को आवेदन प्रक्रिया, संबंधित कार्यालयों और इन दस्तावेज़ों के महत्व के बारे में चरणबद्ध जानकारी दी गई।

कार्यक्रम के दौरान कम्युनिटी पैरा लीगल वॉलंटियर (CPLV) श्रीमती प्रमिला देवी से भी महिलाओं का परिचय कराया गया और उन्हें स्थानीय स्तर पर उपलब्ध कानूनी सहायता, दस्तावेज़ीकरण और शिकायत निवारण में उनकी भूमिका के बारे में बताया गया। इससे समुदाय के भीतर भरोसा और आत्मविश्वास बढ़ा।

इसके अतिरिक्त, किशोरियों और युवतियों के लिए छात्रवृत्ति योजनाओं पर चर्चा की गई, जिसमें शिक्षा के अधिकार, सरकारी सहायता और शिक्षा के सशक्तिकरण की भूमिका को रेखांकित किया गया। कई महिलाओं और बालिकाओं ने इन अवसरों में गहरी रुचि दिखाई और पात्रता व आवेदन प्रक्रिया को लेकर सवाल पूछे, जो समुदाय में बढ़ती जागरूकता और आकांक्षा को दर्शाता है।

26 दिसंबर 2025 को LAW Foundation की पूरी टीम एक साथ जुटी। रुककर सोचने के लिए, पीछे मुड़कर अपने सफर को देखने के लिए, और उस विश्वास को सम्मान देने के लिए जिससे यह यात्रा शुरू हुई थी कि न्याय कोई विशेषाधिकार नहीं है, बल्कि हर व्यक्ति का अधिकार होना चाहिए।

बिहार में ज़मीनी स्तर पर काम करते हुए हमें छह साल हो चुके हैं। इस दौरान हमारा काम सामाजिक-कानूनी सहायता के उन क्षेत्रों में रहा है जहाँ तक ऐतिहासिक रूप से वंचित समुदायों की पहुँच अक्सर हाशिए पर डाले जाने की वजह से नहीं बन पाती। यह दिन केवल उत्सव का नहीं था, बल्कि गहरी सोच और संवाद का दिन था — जहाँ सामाजिक कार्यकर्ताओं, वकीलों और ज़मीनी स्तर पर काम करने वाले लोगों ने अपने अनुभव और सीख साझा की।

इन चर्चाओं में बिहार की आपराधिक न्याय प्रणाली, जाति से जुड़े उसके जटिल पहलुओं और मुकदमों के दौरान आने वाली वास्तविक चुनौतियों पर खुलकर बात हुई।

अंत में, हम सबने खुद को फिर याद दिलाया कि न्याय सिर्फ संस्थाओं के ज़रिये नहीं मिलता। उसे आकार देते हैं वे लोग, जो सवाल उठाने, हस्तक्षेप करने और दूसरों की परवाह करने का साहस रखते हैं।

LAW Foundation participated in the training program at Lawyers for Lawyers from September 21-27, 2025. In this training program advocates from around the world (South America, Asia, South Asia, and Africa) defending LGBTQIA+ rights gathered in the Netherlands for an intensive week of learning, connection, and solidarity.

This transformative program brought together legal defenders from around the world to build critical skills for their challenging work. We learned about secure documentation practices to protect sensitive evidence and developed digital and physical security protocols. Sessions on psychosocial wellbeing equipped us with tools to sustain their vital work while managing stress and trauma exposure.

The week included visits to & Loeff, Rijcken, International Criminal Court, and networking with Dutch organizations championing equality, and a powerful discussion about the landmark case that legalized same-sex marriage in Aruba and Curaçao. From handling challenging client situations to understanding Amsterdam's LGBTQIA+ history, every session reinforced one truth: legal defenders are stronger together. Justice Innovation 101 – Program Highlights

From 20–23 September 2025, CNLU’s Pro Bono Club, in collaboration with Awaaz Leadership Labs, organized Justice Innovation 101 — a four-day experiential program designed to build skills in justice entrepreneurship, problem-solving, and community engagement.

On 22 September, 25 students from CNLU visited LAW Foundation in Patna for an exposure session. The discussions focused on:

Legal aid for prisoners and undertrials

Mental health interventions in custodial settings

Rehabilitation and reintegration of marginalized groups

The interactive session included case studies, Q&A on prison mental health, and conversations on pressing local issues such as eve teasing, waterlogging, infrastructure, and awareness on mental health.

On 23 September, students showcased their innovative solutions through presentations, ranging from community-led awareness campaigns to evidence-based advocacy. LAW Foundation panelists shared feedback to encourage practical and scalable approaches.

The program closed with reflections, certificate distribution, and a shared commitment to carry these solutions forward over the next three months.

On 25 September 2025, LAW Foundation at Madhubani Training Centre in Nagwan, Jehanabad. Led by Miss Diksha Sarkar, the day marked the launch of the inaugural “Baithaki” session with village women, aimed at fostering dialogue, empowerment, and collective problem-solving.

The session brought together 34 women who engaged in ice-breaking activities, shared personal experiences, and discussed pressing local issues, including poor drainage, incomplete roads, lack of documentation for government schemes, and the need for livelihood opportunities. Through participatory exercises like Social Mapping, the women identified key resources and challenges within their village, strengthening awareness and collaboration.

The day concluded with a powerful collective affirmation of solidarity: “Hum sunenge, samjhenge aur ek doosre ka sahara banenge.” This initiative not only created a safe and engaging space for women but also reinforced community bonds, supported Madhubani fellows’ creative work, and laid the foundation for sustained empowerment.
