Recognizing that
• Though many countries with lower human development indices and higher murder rates than India eschew the death penalty, India lingers in the company of authoritarian regimes that continue to impose the death penalty and execute human beings, often in violation of international standards;
• The architect of the Indian constitution, Dr. Babasahib Ambedkar, and national leaders and revered personalities like Mohandas Karamchand Gandhi, Bishop Desmond Tutu and the Dalai Lama have opposed the death penalty.
• There are about 477 persons sentenced to death in India and between 17-21 people in imminent danger of ex*****on who eke out an existence under the shadow of the hangman’s noose;
• That though meant only for the rarest of rare crimes, the death penalty is widely being applied to an ever-increasing array of offences;
• That mercy petitions filed by death-sentence convicts are being rejected at an unprecedented rate for political ends and to show that the State is tough on crime;
• That the ex*****ons of prisoners and rejections of mercy petitions are being done secretly, without any scrutiny and in violation of due process;
We demand the abolition of capital punishment in India.
