WHAT ABOUT MANIPUR ?

Fact is, Manipur cannot do it even after more than 3 years and 3 months of immense suffering. Perhaps Manipur is too far from Delhi or, more importantly, too far from the minds of the Modi Narendra Modi government of India.

Let this be a reminder to the people of India, especially the youth: since May 3, 2023, the government of India PMO India has allowed Manipur to suffer unrest, violence, widespread displacement, and a serious breakdown of law and order despite the deployment of around 60,000 military and paramilitary personnel.

Now the people are compelled to question what is the intention of the Modi government ?

A nation cannot afford to treat the suffering of one of its states as a peripheral issue. Manipur is India, and the people of Manipur are Indians. Isn't Manipur's pain is India’s pain ?

People of Manipur are neither blind nor foolish. We expect accountability and meaningful action as the Modi government is showing in the case of Paper Leak.

And let it be very clear that there's no comparison between paper leak and Manipur, if Manipur is truly a part of India.

For more than three years, Manipur has endured immense suffering, yet the Hon’ble Shri Narendra Modi Narendra Modi the prime minister has remained silent on the crisis. Apart from a statement made in the Lok Sabha in response to opposition demands, there has been no direct engagement on the issue.

The Prime Minister PMO India has also not undertaken a dedicated visit to Manipur to personally assess the situation, except for a brief stopover associated with a visit to Assam. We, people in Manipur feel that our pain and concerns have not received the attention we deserve from the Modi government.

People of Manipur have repeatedly held protests within the state so that Hon'ble Shri Narendra Modi would take notice. Perhaps Manipur is far far away from the mind of the Hon'ble Prime Minister.

Civil society groups and concerned citizens have also gathered at Jantar Mantar in New Delhi on several occasions, hoping their voices would reach Shri Narendra Modi and prompt meaningful intervention but to no avail.

This has deepened the sense of alienation among the people, leading them to question whether the prime minister does honestly think Manipur a part of India.

In a democracy, every citizen and every state deserves equal concern, compassion and timely action from the Union Government.

Comparing Manipur people's movement for more than 3 years with that of Cockroach Janata Party for few days and the media attention(video clipping of CJP attached) received by both - MANIPUR & CJP, WMC can say without any bias that FOR THE HON'BLE MODIJI, THE PRIME MINISTER OF INDIA MANIPUR IS A FORGOTTEN LAND.

TRUST DEFICIT OF MANIPUR PEOPLE TOWARDS MODI GOVERNMENT IS THE CORE ISSUE

Hon’ble Sir,

The World Meetei Council respectfully submits this representation in the larger interest of the nation. We feel constrained to place before your good office our deep concerns regarding the prolonged crisis in Manipur and the growing trust deficit among the people towards the Government of India

WMC is of the considered view that the manner in which the crisis has unfolded and has been managed by your able leadership has significantly eroded public trust. We are deeply concerned that the functioning of the central security forces, including the Army, have not succeeded in restoring the confidence and trust of the people.

Sir, WMC places these concerns before you solely in the interest of the country, particularly in the interest of the people of the Northeast and Manipur. Our objective is to contribute constructively towards restoring peace, harmony and public confidence.

As the crisis has continued in its 4th year despite the deployment of more than 60,000 Army and paramilitary personnel, people have begun to question whether the policy and approach of the government of India is genuine. There is also a widespread perception that the constitutional authority of the elected state government have not been able to function under your leadership of the government of India.

In the larger interest of India, WMC respectfully urges your kind intervention to ensure that constitutional governance in Manipur is strengthened as provided by the Indian constitution.

We sincerely believe that rebuilding public trust in the Government of India has become the most important and urgent requirement for achieving a durable and peaceful resolution of the situation.

We submit this representation with utmost respect and with the sincere hope that your leadership will guide the nation towards restoring peace, justice, and confidence among the people of Manipur.

WMC CONDEMNS FORMER UNLF CHAIRMAN

World Meetei Council wishes to reaffirm that the demand for the inclusion of the Meetei community in the Scheduled Tribe list of the Constitution of India enjoys overwhelming support among the Meetei people.

During the statewide awareness campaign by activists of the Meetei ST movement, all the Meetei villages and localities across Manipur wherever Meetei settlements exist supported the demand. There was no village or locality that did not support the demand.

In 2024, a Mass Missed Call Campaign was conducted in support of the inclusion of the Meetei community in the Scheduled Tribe list. No fewer than 10 lakh signatures were collected from a projected Meetei population of approximately 15 lakh. Considering that a substantial proportion of the population consists of children who are not eligible participants, the campaign reflected support from an overwhelming majority of the adult Meetei population. This demonstrates the depth and breadth of public support for the ST demand.

Earlier, during the massive rally organized by the Scheduled Tribe Demand Committee of Manipur (STDCM) in 2015, around 1.5 lakh people gathered in Imphal to demand Scheduled Tribe status for the Meeteei community. That historic mobilisation further demonstrated the widespread aspiration of the Meetei people for constitutional recognition as a Scheduled Tribe.

Yesterday WMC saw a video statement by former UNLF leader Mr. RK Meghen aka Sanayaima saying that the Meetei's demand is “not a serious issue” and the "demand is by a section of the Meetei people.”

The evidence accumulated over the years - from public campaigns, mass rallies and sustained grassroots mobilization - clearly indicates that the demand enjoys deep and extensive public support across the Meetei community.

WMC condemns such blatant lies from a former armed group's leader.

WMC believes that every individual is entitled to hold and express personal opinions on matters of public importance. But not such filthy lies.

We would like to state that the right to demand ST is not a matter to be debated or negotiated among communities. Our population of around 17 lakhs in India is much smaller than either the Kuki-Zos or the Naga population in India.

Here it may be pointed out that on August 1, 2024 a seven judge Constitution Bench of the Supreme Court led by the Chief Justice had ruled that there should be Sub-Classification within the reserved categories so that all the different tribe groups should get their fair share. The centre PMO India and state governments have yet to implement it. Therefore instead of trying to infringe the right of others all th tribal communities should pressurize the Modi government and the states to implement the Supreme Court judgement without any delay.

In the end WMC appeals to all individuals participating in public discourse on this issue to present facts responsibly and respect the aspirations of the Meetei people.

Constructive debate based on public opinion is essential and WMC is always ready to engage.

WE CAN’T MAKE ANY MISTAKE

Today, WMC had a three-hour-long discussion reflecting on the developments in Manipur - developments that are not in the larger interest of the country and Manipur in particular(picture attested below).

What is most unfortunate and deeply concerning is the question of whether the Modi government PMO India has been complicit in the unfolding situation.

WMC has consistently maintained that the CSOs, including women activists who have been at the forefront, must come together for a sincere and closed-door discussion before we decide on the next course of action. We have reached a very serious juncture, and we cannot afford to jeopardise the future of our children due to differences, ignorance or ego.

We appeal to the leaders of AMUCO, COCOMI and FOCS --- we are standing at a critical and dangerous crossroads. This is the time for an honest, sincere and collective interaction among us. Otherwise, we may commit an irreversible mistake that could affect the future of our children for generations.

WMC is ready to take up any responsibility entrusted to us.

Time to act with wisdom is now.
