Cavan Youth and Environmental Project Participants can take up other part-time work during their CE placement. The work is community-based. For example, you might work 39 hours every second week.

The Community Employment (CE) programme is designed to help people who are long-term unemployed (or otherwise disadvantaged) to get back to work by offering part-time and temporary placements in jobs based within local communities. What the Community Employment Programme (CE scheme) is:
The Community Employment (CE) programme is designed to help people who are long-term unemployed (or otherwise di

sadvantaged) to get back to work by offering part-time and temporary placements in jobs based within local communities. The training provided through CE is delivered within a Quality Assurance framework. See details of recognised courses on www.qqi.ie that can be achieved and that lead to major awards on the National Framework of Qualifications. When a person’s CE placement ends, the person is encouraged to seek a job elsewhere using the skills, experience and training gained while participating on the CE scheme. The duration of a CE placement is for 12 months with some exceptions. How to qualify:
The general qualifying age for CE is 21 years. In general, you must also be getting one of the following payments for at least 12 months:
• Jobseeker’s Benefit
• Jobseeker’s Allowance
• Jobseeker’s Transitional Payment
• One-Parent Family Payment
• Deserted Wife’s Benefit
• Widow’s, Widower’s or Surviving Civil Partner’s (Contributory) Pension
• Widow’s, Widower’s or Surviving Civil Partner’s (Non-contributory) Pension
• Farm Assist

Some exceptions exist and it is best to speak to a member of staff in your local Intreo Centre for more information about the qualifying criteria. In general, all placements are for one year only, but if a CE participant is undertaking training to achieve a major award, the participant’s time can be extended by up to two years to allow him or her to complete the training which will enhance his or her overall employment prospects. Eligible people over 55 years of age can remain on CE for three years without having to meet the requirement that they are training for a major award. How many hours is a CE scheme?
19.5 hours per week
How many hours will I work on the CE scheme? You must work for 19.5 hours per week (excluding breaks) for your sponsor organisation. Your sponsor may agree with DSP to arrange your work hours differently. Apply

The Role
Cavan Youth and Environmental Project CLG invites applications for the position of Community Employment (CE) Supervisor. The successful candidate will be responsible for the effective day-to-day management, administration, coordination and development of the Community Employment Scheme in line with Department of Social Protection operational procedures.

The role will involve supporting participants through structured work experience, accredited training and progression planning, while ensuring the scheme remains compliant with all financial, governance, monitoring, and programme requirements.

The Supervisor will report directly to the Chairperson and Project Management Committee of the Sponsoring Organisation.

Essential Eligibility Requirements

CE Supervisor candidates (including temporary replacements) must have attained a Major 3rd Level

Qualification (NFQ Level 6 or higher) in:
• Business Administration
• Financial Administration
• Training and Development
• Human Resources
• Project Management
• Community Development
• Or another related discipline
• Minor/component awards at Level 6 or higher are not sufficient.

Candidates must also demonstrate:
• A minimum of 3 years supervisory or management experience
• Strong administration, organisational, and report writing skills
• Excellent communication and interpersonal abilities
• Experience supporting, mentoring, or coaching individuals
• Good working knowledge of Microsoft Office and general ICT systems
• Ability to work on own initiative and as part of a team
• An understanding of Community Employment objectives and participant progression

Key Duties and Responsibilities
The successful candidate will be responsible for:
• Managing the day-to-day operation of the Community Employment Scheme
• Supervising and supporting CE participants across all project locations and sub-sponsors
• Preparing, implementing, and monitoring Individual Learner Plans (ILPs) for participants
• Supporting participants in accessing accredited training, education and progression opportunities
• Assisting participants with progression into employment or further education
• Coordinating recruitment and induction of CE participants in line with DSP procedures
• Maintaining accurate participant records, attendance records, payroll returns and training documentation
• Preparing wages, materials and participant development grant claims through Welfare Partners system
• Liaising with DSP Officers, training providers, employers, sub-sponsors and community groups
• Ensuring the scheme operates in compliance with CE Procedures Manual requirements, financial controls and governance obligations
• Preparing reports and attending Project Management Committee meetings
• Monitoring work placements and ensuring a safe and healthy working environment for all participants
• Supporting job-search activities, CV preparation and participant progression planning
• Maintaining confidentiality and complying with GDPR requirements
• Ensuring compliance with Health & Safety legislation and all relevant employment legislation

Desirable Experience
Experience working within:
• Community Employment Schemes
• Employment activation programmes
• Community or voluntary sector projects
• Training and education environments
• Knowledge of Welfare Partners systems, QQI accredited training and financial administration would be an advantage.

The CE Supervisor cannot be a member of the Sponsoring Committee or Project Management Committee in line with CE governance requirements.
