📢 NEW CPO POSITION PAPER

Professional Recognition is the Missing Pillar of Adult Social Care Reform

Adult social care is once again at the centre of national debate.

Discussions about funding, workforce shortages and reform are rightly taking place, but we believe there is another issue that deserves equal attention...

The professional recognition of the care workforce.

At the Care Professional Organisation, we've long believed that recognising care professionals as professionals is fundamental to building a stronger, more sustainable care sector.

Professional recognition is about far more than status. It helps to:

✅ Strengthen public confidence.

✅ Improve recruitment and retention.

✅ Encourage lifelong learning and professional development.

✅ Build professional identity and pride.

✅ Support better outcomes for those who draw upon care and support.

Today, we are pleased to publish the first paper in our new CPO Policy Series:

📘 Professional Recognition is the Missing Pillar of Adult Social Care Reform

This paper is not intended to have all the answers, nor is it about promoting the CPO. It is our contribution to an important national conversation about the future of adult social care and the role professional recognition can play in shaping it.

We hope it encourages discussion across the sector, and we'd genuinely welcome your thoughts.

The Government has announced a renewed focus on reforming adult social care in England, and at the Care Professional Organisation we warmly welcome this opportunity.

For too long, discussions about social care have centred on funding, structures and services. Whilst these are all important, we believe there is another vital piece of the puzzle that deserves equal attention...

The professional recognition of the care workforce.

Every day, care professionals deliver skilled, compassionate and often highly complex care. Yet, unlike many other professions, they still lack the professional recognition they deserve.

We believe there are practical steps that can be taken now to help change that, including:

✔️ Recognising the role of an independent professional body for care professionals.

✔️ Supporting the development of an accredited voluntary register that promotes high professional standards and public confidence.

✔️ Encouraging continuing professional development and lifelong professional membership.

These are practical, proportionate measures that build on professional infrastructure that already exists and could help strengthen recruitment, retention, public confidence and the status of the workforce.

Today, we have written to the Casey Commission and issued a press release setting out our recommendations because we believe this is a real opportunity to ensure that the voices of care professionals are heard as the future of adult social care is shaped.

We firmly believe that professional recognition is the missing pillar of adult social care reform.

Retention remains one of the biggest pressures facing social care providers, and it’s not being solved by pay alone.

That’s why our partners at Care Roadshow are bringing together sector leaders this autumn to share practical approaches to workforce challenges, including retention, recruitment and team stability.

At the upcoming events in Surrey, Leeds and Cardiff, care leaders will have the opportunity to hear directly from those navigating these issues day-to-day, explore proven strategies, and connect with solution providers who can support long-term workforce resilience.

For organisations looking to strengthen their teams and improve retention, this is a valuable opportunity to step back, benchmark your approach and take away ideas you can implement immediately.
