Luton Airport operating rights up for sale – what does this mean for local communities?

Sky News has reported that Luton Rising, the council-owned company behind Luton Airport, is preparing to award a new long-term contract to operate the airport when the current agreement expires in 2032.

The airport itself is not being sold. However, the process could determine who operates and develops the airport for many years to come, including during its planned expansion to 32 million passengers annually.

Why is this significant?

The new operator will take on responsibility for an airport undergoing major expansion, with potentially substantial consequences for aircraft noise, the environment and communities beneath flightpaths.

For LADACAN, this raises some important questions:

• How will the new operator be held accountable for noise reduction and environmental commitments?

• Will compliance with existing planning conditions and safeguards be an explicit requirement of the new operating agreement?

• How will the interests of affected communities be represented in the selection process?

Luton Rising has stated that securing the best value for Luton residents remains its overriding priority.

But the impacts of airport expansion extend far beyond Luton itself.

✈️ Bothered by aircraft noise? Report it.

If aircraft from Luton Airport are causing significant noise disturbance, don't just put up with it — report it.

Why bother?

Because complaints provide a record of how aircraft operations are affecting communities around the airport. As Luton continues to grow, it's important that the real impact on residents is visible, recorded and impossible to overlook.

If you're reporting a particular aircraft, it helps to include the date, approximate time and where you were when you experienced the disturbance.

If aircraft noise is affecting you, please report it.

✈️ **Can technology provide a little respite from aircraft noise?**

If you live under or near the flightpath, you’ll know there are times when the constant background of aircraft can become particularly intrusive.

One surprisingly effective way of getting a bit of peace is a good pair of Active Noise Cancelling (ANC) headphones. They’re particularly good at reducing the lower-frequency rumble of aircraft and can make a real difference when working from home, reading or simply trying to relax.

🎧 And you don’t even need to be listening to anything. Switch the ANC on with no music playing and enjoy something increasingly precious around here — a bit of quiet.

Of course, headphones aren’t a solution to aircraft noise. Residents shouldn’t have to shut themselves away from their environment to escape it. But as a practical way of getting some respite, the technology can be remarkably effective.

Here’s an interesting question.

What happens when the Government’s own analysis of airport expansion appears less enthusiastic than the policy itself?

The Department for Transport has been making the case for a third runway at Heathrow. But look more closely at the numbers behind it.
..."The Department’s own “cost-benefit” appraisal produces a negative result in every single scenario it tests. Depending on the assumptions used, the net cost to the country ranges from £23 billion to £120 billion. The appraisal’s executive summary states that once the costs of environmental damage are properly counted, they outweigh the benefits.

The wider economic boost Heathrow expansion is supposed to deliver turns out to be tiny. The Government’s own modelling puts the GDP benefit at around 0.05% by the mid-2050s – a fraction of a percent for a scheme costing tens of billions and decades of disruption. Most of that supposed “benefit” comes from the one-off spending on construction, not from any lasting boost to aviation activity itself."

LADACAN’s work continues.

Our legal challenge delayed the expansion of Luton Airport by over a year. Our focus now is on holding the airport and its owners to account as expansion proceeds.

We will continue to:

• scrutinise the evidence behind airport claims
• track whether planning conditions and safeguards are being met
• highlight opportunities for residents to make their voices heard
• challenge government policy on aviation expansion

Update: Unfortunately, the High Court has ruled in favour of the Secretary of State’s decision earlier this year to overturn the advice of planning inspectors and permit further massive expansion of Luton Airport.
