Russia’s money remains frozen. Europe is still doing the borrowing.

From 22 to 24 August, Ukrainians and their supporters are holding Independence Day rallies across dozens of countries. Organized by the International Center for Ukrainian Victory and the Communities Army of Ukraine, the campaign is pressing governments on sanctions enforcement, frozen Russian assets, air defense, and accountability for the crime of aggression.

About €210 billion in Russian central bank assets remain immobilized in the EU, most of them in Belgium. After a proposed €140 billion reparations loan failed in December 2025, the EU approved a €90 billion Ukraine loan financed through market borrowing and backed by its own budget.

Ukraine must repay the principal only after receiving Russian reparations, but Europe covers the borrowing costs and carries the financial risk. So then: If Russia launched this war, why are Europeans paying for it?

Hanna Hopko, co-founder of the International Centre for Ukrainian Victory, spoke about what partners can do for Ukraine during Arendalsuka, Norway’s largest political forum.

🚨 Does Ukraine really need more air defense interceptors? The tragic reality answers this every single day: YES, urgently.

While world leaders hesitate over licensing Ukraine to produce critical Patriot interceptor missiles, Russia is escalating its attacks—as Iryna Krasnoshtan, Program Director at ICUV, emphasized on TVP World.

A vivid and heartbreaking proof of this is the recent attack on Kryvyi Rih, which tragically killed an entire family with a North Korean missile.

Providing air defence interceptors to Ukraine is not a gift or an act of charity—it is a vital necessity for protecting Ukraine, Europe, and its citizens.

🚨 Russia’s war is not stopping at Ukraine’s borders

While Norway hosts Arendalsuka—its largest political forum—ICUV co-founder Hanna Hopko highlights that the Kremlin is waging a genocidal war against Ukrainians and hybrid attacks on all of European society.

Russia is actively increasing its budget for propaganda and cognitive warfare targeting EU countries. If the aggressor is not stopped now, the poison of Russian disinformation will impact future generations.

“European civilization needs a strong Ukraine. European security architecture with Ukraine has better chances to counter the axis of evil,” emphasized Hanna Hopko.

🇳🇴 On August 11 at Arendalsuka—Norway's largest political forum—the Ukraine Morning Event brought together key voices to discuss Ukraine’s path to victory, MilTech innovations, AI on the battlefield, and civil society.

ICUV co-founder Hanna Hopko joined a panel featuring Peter C. Frølich alongside Karsten Friis.

The core message: expanding and investing in Ukraine's defence sector is, first and foremost, an investment in European security. Ukraine possesses vast expertise in defence and firsthand battlefield experience, which it is ready to share with partners to help build a safer Europe.
