Empowered Youth Driving Sustainable Urban Food Systems.

As part of our commitment to strengthening resilient urban food systems, share learning and connect with the broader and eco-system, the Green Governance Zw team is participating in Zimbabwe 2026. The platform is vital in exploring how renewable energy can transform agricultural value chains.

Through the Urban Futures Project, Green Governance Zw is supporting three youth entrepreneurs from Mutare to take part and exhibit their agro-innovations at Zimbabwe. The experience is anticipated to help them gain practical insights and explore sustainable energy solutions in urban agriculture.

On Day 1, our Youth Champions joined an immersive learning visit to the Kefalos production plant, gaining firsthand insights into practical decarbonisation approaches, including:

-Advanced water reduction and waste-water management
-Clean energy integration through the Kefalos Solar Farm

Investing in youth, innovation and green technology is essential to building more sustainable and resilient urban food systems. We look forward to bringing these insights back to Mutare and turn learning into action.

Climate resilience must move from local commitment to national action.

At our recent Parliamentary Caucus on Climate Governance & Local Resilience, Parliament, local government and civil society reflected on how to strengthen the link between community action, climate financing, policy and accountability.

Experiences from Chipinge and Chimanimani show that local communities are already leading. The next step is ensuring that institutions, policies and resources enable these efforts to scale.

For Green Governance Zw, effective climate governance means turning local realities into national action.

is not only a technical or environmental issue. It is fundamentally an issue of governance, power, resources and accountability.”

These words from Dr Selina C. Pasirayi, PhD, Country Director of ActionAid Zimbabwe, captured a central message from today’s Parliamentary Caucus on Climate Governance and Local Resilience.

It has been a fruitful day of deliberations, with strong recommendations emerging from across the room. Drawing on experiences from Chipinge and Chimanimani, the dialogue demonstrated the importance of connecting community priorities and lived realities with local planning, national policy and parliamentary decision-making. The district position papers show how community experience can be translated into evidence that influences public priorities and resource allocation.

But one message stands out: ambition without resources is not resilience. Climate and disaster-risk plans cannot remain commitments on paper. They require adequate financing, responsive institutions, meaningful community participation and robust accountability to deliver results where climate impacts are felt most.

The conversation therefore leaves us with a practical challenge: Can Parliament strengthen oversight of climate finance? Can local authorities be equipped with the fiscal space to implement resilience plans? And can communities have a meaningful say in how climate resources are prioritised and used? These are not merely technical questions they are questions of governance and accountability.

For Green Governance Zimbabwe, the way forward is clear: strengthen the bridge between communities, local authorities, civil society and Parliament; ensure lessons from districts such as Chipinge and Chimanimani inform budgets, legislation and oversight; and move decisively from commitments, to institutions, to plans, to budgets, to implementation and ultimately to measurable improvements in people’s lives.

The test of climate governance is not whether we have recognised the problem. The test is whether our institutions have the courage, resources and accountability to act on what communities are telling us.

Climate change is not an abstract policy issue when you are living its consequences.

At the ongoing Parliamentary Caucus on Climate Governance, Mr Deure, CEO of Chimanimani Rural District Council, shared lived experiences from a district that has faced some of Zimbabwe’s most significant climate-related shocks. From the devastation of Cyclone Idai to recurring droughts and veld fires, Chimanimani continues to confront climate risks that place immense pressure on communities, livelihoods, local infrastructure and the capacity of local institutions to respond.

These experiences offer important lessons for national climate governance and remind us that resilience cannot be built through policy alone. It requires adequate resources, strong local institutions, community leadership and sustained national support.

The caucus is creating an important bridge between local experience and parliamentary action, providing an opportunity to examine how legislation, oversight and public financing can better support districts like Chimanimani to prepare for, respond to and recover from climate shocks.

The experiences of communities and local institutions must not simply inform climate policy but they must help shape the policies, budgets and decisions that determine how Zimbabwe builds resilience.

“Zimbabwe’s climate story is no longer one of distant projections. It is written in the droughts, floods and cyclones that our rural communities live through year after year.” — Hon. Masvingise, in his opening remarks.

Today, Green Governance Zw is convening the Parliamentary Caucus on Climate Governance: Strengthening Parliamentary Engagement for Local Climate Action, bringing together Members of Parliament, local authorities, community representatives and civil society to connect local climate realities with national policy and parliamentary action.

The engagement builds on Green Gov’s work under the Strategic Partnership Agreement 2 (SPA II) Project, with support from ActionAid Zimbabwe and Mellemfolkeligt Samvirke, which has strengthened local climate governance and resilience in Chipinge and Chimanimani. Through this work, communities and local institutions have been supported to identify climate risks, strengthen disaster-risk reduction structures, develop resilience plans and promote locally led adaptation approaches.

The question before Parliament is therefore not simply what is happening at community level, but how can legislation, oversight and public budgeting help turn proven local action into national climate resilience?

Today’s conversations will focus on identifying policy and institutional gaps, agreeing practical recommendations, and developing clear parliamentary action points for strengthening climate governance and local resilience.

Local action is already happening. The task now is to build the policy, financing and institutional systems that can sustain and scale it.

From Chipinge to Chimanimani: Building Stronger, More Prepared Communities

Over the past two days, Green Governance Zw has been supporting the review of Ward and District Disaster Risk Reduction Plans in Chipinge and Chimanimani.

The process brought communities and key stakeholders together to ask an important question: Are our disaster plans still responding to the risks communities face today?

Through participatory discussions, communities are helping identify emerging climate and disaster risks, vulnerabilities, existing capacities and areas where preparedness can be strengthened.

Because when disaster strikes, communities are often the first to respond.

This work aims to ensure that DRR plans are practical, locally informed and responsive to changing risks, helping communities better anticipate, prepare for, respond to and recover from disasters.

This initiative is being implemented under SPAII (2022–2026) with support from ActionAid Zimbabwe and Mellemfolkeligt Samvirke

𝟮𝟳 𝘆𝗼𝘂𝗻𝗴 𝗲𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀. 𝗢𝗻𝗲 𝗷𝗼𝘂𝗿𝗻𝗲𝘆. 𝗔 𝗻𝗲𝘄 𝗯𝗲𝗴𝗶𝗻𝗻𝗶𝗻𝗴.

Yesterday, we celebrated the successful completion of the second cohort of the 𝗘𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀𝗵𝗶𝗽 𝗠𝗮𝘀𝘁𝗲𝗿𝗰𝗹𝗮𝘀𝘀 under the 𝗨𝗿𝗯𝗮𝗻 𝗙𝘂𝘁𝘂𝗿𝗲𝘀 𝗣𝗿𝗼𝗷𝗲𝗰𝘁.

What makes this cohort particularly exciting is its diversity. From 𝗳𝗼𝗼𝗱 𝗳𝗼𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝘃𝗮𝗹𝘂𝗲 𝗮𝗱𝗱𝗶𝘁𝗶𝗼𝗻 𝘁𝗼 𝗮𝗴𝗿𝗼-𝗲𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗼𝘁𝗵𝗲𝗿 𝗳𝗼𝗼𝗱-𝗯𝗮𝘀𝗲𝗱 𝗲𝗻𝘁𝗲𝗿𝗽𝗿𝗶𝘀𝗲𝘀, these 27 young leaders are building businesses that are responding to real challenges and opportunities across Mutare’s food value chain.

Over the course of the intensive Masterclass, participants strengthened their skills in 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁, 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴, 𝗺𝗮𝗿𝗸𝗲𝘁 𝗿𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀, 𝗯𝗿𝗮𝗻𝗱𝗶𝗻𝗴, 𝗶𝗻𝘁𝗲𝗹𝗹𝗲𝗰𝘁𝘂𝗮𝗹 𝗽𝗿𝗼𝗽𝗲𝗿𝘁𝘆, 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗽𝗶𝘁𝗰𝗵𝗶𝗻𝗴, gaining practical tools to build more viable, sustainable and resilient enterprises.

The graduation was also a celebration of partnership, with Hivos Regional Office Southern Africa and The City Of Mutare joining us to recognise the achievements of the cohort and the potential of youth-led enterprise to shape more resilient local economies.

This is more than the completion of a training programme. It marks the continuation of a journey that has already produced 𝗻𝗼𝘁𝗮𝗯𝗹𝗲 𝘆𝗼𝘂𝗻𝗴 𝗲𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀 𝗰𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗻𝗴 𝘁𝗼 𝗠𝘂𝘁𝗮𝗿𝗲’𝘀 𝗲𝘃𝗼𝗹𝘃𝗶𝗻𝗴 𝗳𝗼𝗼𝗱 𝘃𝗮𝗹𝘂𝗲 𝗰𝗵𝗮𝗶𝗻.

As they step into the next chapter, we look forward to seeing how these entrepreneurs 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲 𝘁𝗵𝗲 𝘀𝘁𝗮𝘁𝘂𝘀 𝗾𝘂𝗼, 𝗱𝗶𝘀𝗿𝘂𝗽𝘁 𝗺𝗮𝗿𝗸𝗲𝘁𝘀, 𝗰𝗿𝗲𝗮𝘁𝗲 𝗼𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝘁𝘂𝗿𝗻 𝘁𝗵𝗲𝗶𝗿 𝗶𝗱𝗲𝗮𝘀 𝗶𝗻𝘁𝗼 𝗹𝗮𝘀𝘁𝗶𝗻𝗴 𝗶𝗺𝗽𝗮𝗰𝘁.
