Independent End-of-Project Evaluation of the Project:“Promoting Health and Hygiene through the Community Health Club Methodology in Manicaland and Midlands Provinces, Zimbabwe”

1. Background
Africa AHEAD is a Zimbabwean organisation whose mission is to enable government ministries, agencies, communities and NGOs to implement sustainable integrated development programmes at scale through institutionalising the Community Health Club (CHC) model. With support from the Oak Foundation, Africa AHEAD implemented a pilot project aimed at promoting health and hygiene through the Community Health Club and School Health Club (CHC/SHC) methodology in Manicaland and Midlands Provinces. The project was implemented in partnership with four local organisations and sought to strengthen access to health and hygiene information, promote positive WASH behaviours, increase community participation and demand for WASH services, and strengthen the capacity of local partners and community structures to adopt and sustain the CHC/SHC methodology. The project targeted 80 Community Health Clubs, 40 School Health Clubs, approximately 2,000 Community Health Club members and 1,000 School Health Club members across five districts.
Africa AHEAD now seeks to engage an independent external evaluator or evaluation firm to undertake a rigorous end-of-project evaluation and generate credible evidence on the project's relevance, effectiveness, efficiency, outcomes, sustainability and learning.
2. Purpose of the Evaluation
The evaluation will assess the extent to which the project achieved its intended objectives and outcomes and generate practical lessons and recommendations to inform future implementation, adaptation, replication and scale-up of the CHC/SHC methodology.
3. Key Deliverables
The successful evaluator will be expected to produce:
• Inception Report, including the refined methodology, evaluation matrix, sampling strategy, data collection tools, analysis plan, safeguarding and ethical approach, work plan and quality assurance arrangements;
• Data collection and fieldwork;
• Preliminary findings presentation;
• Draft Evaluation Report;
• Final Evaluation Report incorporating agreed factual corrections and comments;
• Final presentation/workshop of evaluation findings; and
• Complete evaluation data and supporting package, including cleaned datasets, tools, analysis outputs and evaluation matrix, as applicable.
The Final Evaluation Report and associated deliverables must be submitted no later than 25 September 2026.
4. Required Qualifications and Experience
Applications are invited from suitably qualified individual consultants, consulting firms or evaluation teams. The proposed team should collectively demonstrate:
• At least a Master's degree in Monitoring and Evaluation, Development Studies, Public Health, Social Sciences, Statistics, WASH or a related discipline;
• Demonstrated experience conducting independent programme/project evaluations;
• Strong mixed-methods research and evaluation skills;
• Experience designing and analysing quantitative surveys;
• Strong qualitative research and analysis skills;
• Experience in WASH, public health, community development, behaviour change and/or school-based programming;
• Experience working with vulnerable populations and/or children;
• Strong analytical and report-writing skills;
• Experience with donor-funded development programmes; and
• Demonstrated understanding of research ethics, safeguarding and data protection.
Preference will be given to registered evaluators with substantial relevant professional experience and demonstrated experience conducting comparable evaluations.
5. Proposal Requirements
Interested applicants should submit a Technical and Financial Proposal containing, at minimum:
Technical Proposal
• Understanding of the assignment, Proposed evaluation approach and methodology, Proposed evaluation framework/matrix, Sampling approach, Proposed data collection and analysis methods, Quality assurance approach, Safeguarding, ethical and data protection approach, Proposed evaluation team and roles, Relevant organisational/consultant experience, References for comparable assignments, detailed work plan and proposed schedule, Availability of proposed personnel and Key assumptions, risks and mitigation measures.
Financial Proposal
The financial proposal should provide a clear and detailed budget in United States Dollars (USD), including applicable professional fees, fieldwork/data collection, personnel/enumerators, travel and accommodation, data management and analysis, stakeholder consultations, report production and presentation/dissemination costs. Applicants should clearly indicate whether applicable taxes are included.
6. Compressed Implementation Period
This is a time-critical assignment. The successful evaluator must be able to mobilise immediately following contract signing and complete the evaluation within the stipulated period.
Applicants must demonstrate:
• Availability to commence the assignment by 7 September 2026;
• Adequate personnel and logistical capacity for fieldwork;
• A realistic and detailed work plan;
• Capacity to submit the Final Evaluation Report and all agreed deliverables by 25 September 2026.

Late submissions may not be considered. Applicants are encouraged to request and review the detailed ToR before finalising their proposals.
8. Important Notice
Africa AHEAD reserves the right to accept or reject any proposal, cancel the procurement process, request clarification from applicants, or modify the process where necessary, without being obliged to provide reasons. All information and materials accessed during the evaluation shall be treated as confidential.
9. Proposal Assessment
Africa AHEAD reserves the right to invite shortlisted applicants for clarification or an interview before final selection.
