Centre for Applied Legal Research

Centre for Applied Legal Research CALR offers legal expertise, resources, tools and technical support to governments, developmental partners, and civil society organizations.

CALR is an independent research institute that empowers people, organizations and governments with sound and evidence-based legal and policy solutions services that enhance development. Its work links the law (as it is and as it ought to be) with developmental needs across the multiple sectors of a country’s economy. In this manner CALR’s work revolves around two thematic areas, namely: (a) Law, E

conomics and Science; and (b) Law, Democracy and Governance. The work involving law, economics and science promotes socio-economic development that engenders trade and investments in an environmentally sustainable manner; while the work involving law, democracy and governance promotes a democratic dispensation embedded on the rule of law. Although the Centre’s work has been mainly in Zimbabwe; it has gained significant experience in the southern, eastern and North African sub-regions. Since its humble beginnings in 2010, CALR has worked with a variety of governments, developmental partners and civil society organizations, in diverse sectors including: public health; water and sanitation; agriculture; forestry; electoral systems; and media.

Recently, the Centre for Applied Legal Research (CALR), in partnership with several Community-Based Organisations (CBOs) and the Zimbabwe Human Rights Commission (ZHRC), conducted training sessions emphasising the ZHRC’s dual mandate: protecting the public from alleged human rights violations and addressing complaints regarding maladministration.

Senior management from the CBOs were the first to receive this training and are now cascading the knowledge to their peers. To facilitate this, they utilised role plays as a learning method to showcase everyday lived experiences. These performances demonstrated how community members can engage the ZHRC for assistance by leveraging its mandate to address both human rights abuses and administrative injustices.

Strengthening Partnerships for Gender Equality

The Centre for Applied Legal Research (CALR) was honoured to participate in a courtesy call hosted by UN Women Zimbabwe on 21 April 2026, convened for Ms. Louise Nylin, Chief of the Political Analysis and Programme Development Unit (PAPDU), during her official mission to Zimbabwe.

Alongside fellow civil society organisations, we had the valuable opportunity to present CALR's work and impact in advancing the rights and welfare of communities we serve. The engagement provided a platform for meaningful dialogue on the shared agenda of gender equality and women's empowerment.

We extend our sincere gratitude to UN Women for the invitation and for their continued support to civil society in Zimbabwe. We look forward to deepening this partnership as we work collectively towards a more equitable society.

On behalf of the Alliance for Community Based Organisations (ACBOs), we are deeply saddened by the passing of Mr. Gift Muponda, who was the Finance Manager at the Centre for Applied Legal Research(CALR), on Friday the 3rd of April.

We remember Mr. Muponda as a dedicated professional whose commitment, integrity, and support greatly contributed to the work we carried out together. His role in strengthening our partnership was invaluable, and his contribution to advancing our shared goals will not be forgotten. He was not only a colleague but a dependable partner whose work made a lasting impact on the communities we serve.

During this difficult time, we extend our heartfelt condolences to his family, friends, and colleagues. May you find comfort in the legacy he leaves behind and the many lives he touched through his work.
