Legal Resources Foundation Zimbabwe- LRF Zimbabwe Promoting access to justice and human rights in Zimbabwe through legal assistance and legal education

The Legal Resources Foundation (LRF) believes that facilitating access to the legal system can advance human rights in Zimbabwe. Disadvantaged people, particularly women can be empowered to assert their rights through the legal system when they are provided with information and advice. The LRF reaches their target groups through legal education and legal services. Underprivileged people get free a

dvice and help from lawyers and paralegals in 25 offices in 9 of Zimbabwe’s 10 provinces. The LRF also facilitates workshops for community leaders and teachers – who play multiplier roles in the community - service providers such as prison officers. Through conversation cafes and community outreaches trained paralegals offer a platform for people, many in the rural areas, to talk about legal topics which affect their daily lives. The Legal Publication Unit within the LRF provides substantial and practical information about 28 different legal topics (e.g. Wills, Declaration of Rights, Birth Certificates, HIV/AIDS and the Law) in English, Shona and Ndebele. The pamphlets and flyers are distributed through our workshops, offices, network partners and venues frequented by the public, such as hospitals and police stations. The unit also publishes legal textbooks, law reports and other reference titles for the legal profession. This all combines to make the LRF a major legal hub in Zimbabwe for assisting the marginalised as well as legal practitioners.

Strengthening Regional Justice: Reflections from Nairobi

The recent NOREC Legal Professionals Regional Exchange Training in Nairobi brought together legal practitioners from across the region to share experiences, tackle common challenges, and explore practical ways to strengthen access to justice.

Here are a few key takeaways:

1.The Power of Mutual Learning
While our legal systems may differ, the challenges are often the same. Exchanging ideas on community paralegalism and rural outreach gave us practical ways to better serve vulnerable communities.

2.Advancing Strategic Litigation
We explored how technology and strategic litigation can strengthen legal aid, and how regional frameworks like the African Charter can be used more effectively to protect rights at the national level.

3.Building Sustainable Partnerships
Beyond the sessions, the connections built were just as valuable. Working together across borders helps ensure we are not acting in isolation; but strengthening justice systems collectively.

We are grateful to NOREC and our hosts in Nairobi for a meaningful and enriching exchange. We returned with new insights and a renewed commitment to advancing access to justice.

Yesterday, the Legal Resources Foundation (LRF) joined Women and Law in Southern Africa, and Zimbabwe Women Lawyers Association at the National Access to Justice Indaba held at Rainbow Towers Hotel under the theme, “Centering Women and Girls: Driving Improved Access to Justice Through Inclusive Systems.”

The Indaba brought together justice-sector institutions, policymakers, civil society organisations, and women’s rights advocates to strengthen collaboration and advance practical commitments towards justice systems that are accessible, inclusive, survivor-centred, and responsive to the lived realities of women and girls.

A key call emerging from the discussions was the need for all stakeholders to move beyond dialogue and focus on implementing practical, sustainable solutions that enhance access to justice in Zimbabwe. There is an urgent need for greater commitment to dismantle the barriers that continue to impede access to justice, particularly for women, girls, and other marginalised communities.

At LRF, we remain committed to working with partners to promote inclusive justice systems that uphold the rights, dignity, and equality of all.

Across the world, exchange programmes do more than build skills, they create changemakers. We are proud to celebrate former Norec exchange participants from the Legal Resources Foundation Zimbabwe who are now transforming their experience into meaningful community impact.
Through the Epworth Equality Initiative (EEI), these alumni are advancing access to justice for women and girls in Epworth by addressing critical issues of property rights and gender-based violence. Their work is bringing legal services closer to marginalized communities, empowering women and girls with knowledge of their rights, and strengthening local systems of support.
To date, EEI has provided legal assistance to 125 women and girls, already surpassing its initial target, and has trained 20 community paralegals to offer sustainable, grassroots legal support. In addition, community outreach campaigns have reached more than 200 women and girls across Epworth’s wards, equipping them with essential knowledge on property rights, inheritance, marriage, and protection from gender-based violence.
This is the enduring power of capacity building and international exchange: investing in people who go on to drive lasting change in their communities. We applaud our former Norec participants for turning learning into leadership and for championing justice, equality, and dignity for all.
